一、項目背景
樂成古城建置有1600多年的歷史。自東晉設縣以來，政治核心（衙署）位置一直未變，街巷格局完整，“魚骨”形路網形態完善，歷史遺存豐富。作為當地文明的重要發祥地，樂清文化璀璨，人才輩出，古城保留了大量物質文化遺產、非物質文化遺產、文人故居，包括警報機樓、洪氏民居、樂成基督教堂水池、樂清縣衙署、明城墻殘垣等古城印記。

三、征集目的
在長三角一體化、粵閩浙沿海城市群建設等國家戰略背景下，主動謀劃、積極融入城市群發展，統籌優質資源、挖掘獨特文化、共享城市服務，以時尚、宜人的千年古城打造新時代樂清發展的新燃點。

設計范圍分為兩個層面，即古城區、重點地段。
古城區總面積約94公頃，東至東塔山，南至西大街、北大街，西至西象山，北至鳳凰山；
重點地段分別是人武部片區（4.4公頃）、北大街南入口（0.8公頃）、北大街北入口（0.4公頃）、北大街沿線（1.5公頃）、洪宅片區（0.2公頃）、金溪沿岸（8.5公頃）、銀溪沿岸（7.2公頃）。

五、征集要求
本次征集活動分為資格預審、方案編制和后期整合三個階段。

1.資格預審階段
本次征集在全國范圍內公開征集，設計機構根據應征要求，提交相應的報名材料，擇優選取3家入圍機構參與下一階段方案編制。

以大古城的視角開展研究，研究范圍包括三山八景，在“山水城海”一體化景觀風貌的大背景下構思方案，提出方案立意。從戰略層面明確樂清古城的發展目標、發展定位，優化用地結構。提出科學合理的空間結構，形成功能完善、疏密有致、藍綠交織的城市空間格局；探索“低碳生態綠色”的高質量發展建設模式，推動舊城更新，提出低效和存量用地盤活利用的規劃策略和創新路徑。
(1)Protection and renewal of Lecheng ancient city

充分研究樂清風俗習慣和文化傳統，挖掘古城文化內涵，在設計中探索具有地域特色的街道風貌;細化重點地段空間形態方案、對城市設計需要重點控制的軸線、界面、標志物等提出控制引導要求;提出建筑群組合模式、建筑高度、建筑風格、建筑色彩等控制要求;對各類保護性建筑制定修繕維護、功能活化、更新改造方案。方案應貫徹生態理念，體現整體高質量發展的目標。
(2)Conceptual design of key locations
Fully study the customs and cultural traditions of Yueqing,excavate the cultural connotation of the ancient city,and explore the street style with regional characteristics in the design;refine the spatial form plan of key areas,and provide control guidance for the axes,interfaces,and landmarks that need to be controlled in urban design.Requirements;put forward control requirements such as building group combination mode,building height,building style,building color,etc.;formulate repair and maintenance,functional activation,and renovation plans for various types of protective buildings.The plan should implement the ecological concept and reflect the overall goal of high-quality development.
3.后期整合階段
排名第一的應征單位會同承辦單位按照評審委員會及主辦單位意見，整合征集方案，形成具有整體性和獨創性的設計方案。

七、費用設置
通過資格預審的3家入圍機構，在提交的設計成果經過專家評審后，可依據其排名獲得方案征集費用（共280萬元），分配如下：
The three shortlisted institutions that have passed the pre-qualification,after the submitted design results have been reviewed by experts,can obtain the proposal solicitation fee(a total of 2.8 million yuan)according to their ranking,and the distribution is as follows:
第一名：150萬元整（含稅）
第二名：80萬元整（含稅）
第三名：50萬元整（含稅）
上述費用均包含稅費。

八、應征要求
1.應征機構應為合法注冊的法人實體。
1.The applicant agency should be a legally registered legal entity.
2.應征機構須具有城鄉規劃編制甲級資質或建筑行業（建筑工程）設計甲級資質；
2.The applicant agency must have Grade A qualification for urban and rural planning preparation or Grade A qualification for construction industry(construction engineering)design;
3.應征機構須承諾擬委派的主創設計師全過程主持本項目，未經征集人允許不得更換主創設計師（提供承諾書）。
3.The applicant agency must promise that the chief designer to be appointed will preside over the project throughout the whole process,and the chief designer shall not be replaced without the permission of the solicitor(providing a letter of commitment).
4.本項目不接受聯合體申請；
