  Entrusted by Wuxi Lihu Future Town Science and Technology Innovation Investment Co.,Ltd.(“Sponsor”)as the Solicitation Agency,Shanghai International Tendering Co.,Ltd.(“SITC”)is organizing the International Scheme Solicitation for Conceptual Planning and Urban Design for Central Green Axis of Lihu Future Town(“Project”).SITC welcomes all Applicants who are interested in this Project to participate.Through open prequalification,3 applicants(“Shortlisted Applicants”)will be selected to enter the following Solicitation Stage.

  Project Background
  《蠡湖未來城總體規劃》中提出“三軸三灣、三心三片”的總體空間結構，中央綠軸是未來城總體結構中的中央景觀軸，串聯三灣并連接著景觀標志核心和生態景觀核心，也是提升城市核心區功能，優化空間結構、帶動周邊實施建設、展示未來城形象的重要區域。
  The overall spatial structure of"three axes,three bays,three centers and three areas"is proposed in the Master Plan of Lihu Future Town.The central green axis is the central landscape axis in the overall structure,connecting the three bays and the core of the landscape.It is also an important area to improve the function of the urban core area,optimize the spatial structure,drive the implementation and construction of the surrounding areas,and display the image of Future Town.
  為進一步對標國際一流，充分彰顯蠡湖生態與魅力，打造融合城市人文意象、活力市民空間、獨特濱湖景觀、具有未來前瞻性的多維景觀和公共空間系統標桿，現面向境內外優秀設計團隊公開征集蠡湖未來城中央綠軸概念規劃與城市設計方案。
  In order to further benchmark the international first-class,fully demonstrate the ecology and charm of Lihu,and create a multi-dimensional landscape and public space system benchmark that integrates the urban cultural image,dynamic urban space,unique lakeside landscape,and a forward-looking future,we are now publicly soliciting the conceptual planning and urban design for central green axis of Lihu Future Town for excellent design teams at home and abroad.

  征集范圍和內容
  Project Scope
  本次征集范圍分為規劃研究范圍和方案設計范圍兩個層次。
  The scope is divided into two levels:the scope of planning research and the scope of scheme design.
  規劃研究范圍：東至蠡溪路，北至太湖西大道，西與南至環湖路，總規劃面積為3.6平方公里。
  Planning research:Lixi Road as eastern boundary,West Taihu Lake Avenue as northern boundary and Huanhu Road as western and southern boundary,with a total planning area of 3.6 km2.
  方案設計范圍：蠡湖未來城中央綠軸區，總規劃面積約40公頃。
  Scheme design:central green axis area of Lihu Future Town,with a total planning area of 40 ha.

  合格申請人資格條件
  Requirements of Eligible Applicants
  3.1
  申請人須具有獨立承擔民事責任的能力，不接受自然人參與應征。
  An Applicant must have the ability to bear civil liability independently,and the participation of natural person is not accepted.
  3.2
  申請人須具有從事規劃和城市設計的經驗和能力：
  An Applicant must have the experience and ability to engage in planning and urban design consulting services.
  3.2.1
  申請人為中華人民共和國境內機構的，須具備由中華人民共和國自然資源部認定的城鄉規劃編制單位甲級資質；
  Domestic Applicant must have class A qualification of urban and rural planning preparation unit affirmed by the Ministry of Natural Resources of the People's Republic of China;
  3.2.2
  申請人為中華人民共和國境外機構的，須在其所在國家或地區合法注冊，具有相應設計許可；
  Overseas Applicant must be legally registered in the country or region where it is located and have the corresponding design permit;
  3.2.3
  境外機構在境內注冊的子公司按第3.2.1條要求執行。
  Overseas Applicants who participate in the name of its subsidiary registered in China shall comply with the requirement of Article 3.2.1.
  3.2.4
  港、澳、臺機構按第3.2.2條要求執行。
  Applicants from Hong Kong,Macao or Taiwan shall comply with the requirement of Article 3.2.2.
  3.3
  申請人須具有與本次征集內容類似的項目業績。
  Applicants must have relevant project performances similar to this Project.
  3.4
  本項目接受聯合體。聯合體的所有成員均須滿足本公告第3.2條的資質要求。聯合體的組成以遞交的資格預審《申請文件》為準。聯合體各方不得再以自己的名義單獨參與本次征集，也不得同時加入參與本次征集活動的其他聯合體，否則，相關申請文件均被否決。聯合體成員最多不超過三家。
  The Consortium is accepted in this Project.All member of the Consortium shall satisfy the qualification requirements of Article 3.2.Any member of the Consortium shall neither individually participate in the prequalification on its own,nor concurrently participate as a member of another Consortium.The number of Consortium members shall not exceed three.

  《資格預審文件》的獲取
  Acquisition of Prequalification Document
  4.1
  凡有意參加本次方案征集活動的潛在申請人，請于2023年2月28日16:00時至2023年3月6日10:00時（北京時間，下同），在上海國際招標有限公司網站（www.shabidding.com，下同）注冊并在線領取《資格預審文件》。
  All potential Applicants who are interested in participating in this Project can register and download the Prequalification Document through SITC Website(www.shabidding.com)from 16:00 February 28th,2023 to 10:00 March 6th,2023(Beijing Time,same hereinafter).
  4.2
  首次注冊的申請人需要登陸上海國際招標有限公司網站，進行供應商注冊，獲取登錄名和密碼后，方可下載《資格預審文件》。已注冊的申請人可從網站采購公告欄的相應公告中進入在線領取《資格預審文件》流程。征集代理不接受沒有在上海國際招標有限公司網站上注冊和沒有《資格預審文件》下載記錄的申請人提交的《申請文件》。如申請人為聯合體，則聯合體中任何一成員在上海國際招標有限公司網站上注冊并有《資格預審文件》下載記錄即可。
  Applicants who have never registered before shall create a Bidder Account on SITC Website firstly,and then download the Prequalification Document via the account.Registered Applicants can find and download the Prequalification Document by clicking the corresponding announcement on the purchase bulletin board of SITC Website.SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website.The Consortium application document shall be acceptable if any one of the members of the Consortium has registered and has download record of the prequalification document.
  4.3
  申請人成功領取《資格預審文件》并不意味著其資格條件符合要求。申請人是否符合本公告第3條“合格申請人資格條件”由資格預審評審委員會判定。
  An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project.Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the evaluation committee.

  資格預審《申請文件》的遞交
  Submission of Application Document
  5.1
  資格預審《申請文件》應以電子文件和紙質文件的形式遞交。遞交截止時間為2023年3月6日12:00時，遞交的時間以電子文件上傳成功的時間為準。除了在截止時間前成功上傳的《申請文件》外，未在截止時間前上傳或以其他形式遞交的《申請文件》一律不被受理。
  The Application Document shall be submitted in both Electronic Documents and Paper Documents.The submission deadline of Application Document is 12:00 March 6th,2023.The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted.Any late submission or submission in any other form will not be accepted.
  5.2
  電子文件包括全套正本《申請文件》的PDF掃描件和PPT文件。申請人應在上海國際招標有限公司網站本項目的領購頁面下，點擊“投標文件”按鈕后上傳資格預審《申請文件》的電子文件（請注意不要對壓縮文件進行加密）。
  The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file.Applicants shall submit Electronic Documents by clicking the“tender document”button on this Project’s webpage and uploading via on SITC website.(Please do not encrypt the uploaded compressed file.)
  5.3
  申請人還應遞交紙質《申請文件》2套（正本1套、副本1套），以專人送達或郵寄形式提交至征集代理。收件人信息詳見第12條“聯系方式”。當資格預審《申請文件》的電子文件與紙質文件內容不一致時，以電子文件為準。
  Applicant shall also submit two sets of paper Application Documents(one original and one copy)to the Solicitation Agent in person or by delivery.See Article 12 for the recipient information.In case of any discrepancy between the Electronic document and the Paper Document,the Electronic Document shall prevail.

  入圍方式
  Prequalification
  申請人遞交了資格預審《申請文件》后，資格預審評審委員會將對申請人進行綜合評審和比較，選擇3名申請人作為入圍的應征人。如申請人數量正好為3名，資格預審評審委員會將對申請人的綜合實力、主創設計師的資歷、設計團隊的人員配置等進行是否符合項目要求的判定。如判定符合項目要求，3名申請人直接入圍；如判定符合要求的申請人不足3名，征集人保留重新組織資格預審的權利。如申請人少于3名，征集人同樣保留重新組織資格預審的權利。
  After the submission deadline of Application Document,the evaluation committee will conduct a comprehensive review of all Applicants and select 3 Applicants as Shortlisted Applicants.If there are exactly 3 Applicants for each group,the evaluation committee will determine whether these Applicants meet the requirements of this Project by reviewing their comprehensive ability,the qualifications of the chief designers,and the staffing of the design teams,etc.If it is determined that all 3 Applicants have met the requirements,all 3 applicants will be directly shortlisted;if less than N Applicants are determined to have met the requirements,the Sponsor reserves the right to reorganize the Prequalification.If there are fewer than 3 Applicants,the Sponsor also reserves the right to reorganize the Prequalification.

  方案征集費
  Scheme Solicitation Fee
  7.1
  方案評審委員會將對各應征人的方案進行評審。方案排名第一名的應征人將獲得方案征集費150萬人民幣（含稅），其他兩位應征人將各獲得方案征集費人民幣80萬元（含稅）。
  The scheme review committee will review the final scheme of the Shortlisted Applicants.The Applicant winning the 1st prize will receive a scheme solicitation fee of RMB 1.5 million(tax included)and the other two Applicants will receive a scheme solicitation fee of RMB 0.8 million(tax included).
  7.2
  若經方案評審委員會評定，應征人的方案沒有達到設計任務書要求的，應由方案評審委員會單獨出具書面意見且有半數以上專家簽字，具體闡明不符合要求的設計內容以及扣款評定，征集人將根據書面意見扣減直至不支付應征人方案征集費。
  If the scheme review committee makes the decision that the design scheme failed to meet the requirements set in the Design Program,the scheme review committee shall provide written opinion to illuminate the specific unqualified design contents and the deduction result.More than half of the members of the committee must sign on it.The Sponsor is entitled to deduct a portion or all amount of the Design Fee according to the written opinion of the committee.

  知識產權
  Intellectual Property Rights
  申請人提交資格預審《申請文件》即視為接受以下知識產權條款。
  Once submitting the Application Document,Applicants shall be deemed to have accepted the following terms of the intellectual property rights.
  10.1
  應征人承諾其擁有其提供服務時編制的所有圖紙、說明、電子文檔和其它相關文件（以下總稱“成果文件”）的合法權利和知識產權。
  All Shortlisted Applicant promises that it has the legal rights and intellectual property rights of all drawings,descriptions,electronic documents and other relevant documents(hereinafter referred to as"Deliverables")prepared when it provides services.
  10.2
  所有由應征人編制的成果文件，其著作權歸應征人所有。在征集人向應征人付清本公告第7條規定的方案征集費之后，該部分成果文件的知識產權歸征集人所有，征集人有權使用、復制、修改及宣傳成果文件。雙方均不能將成果文件部分或全部地用于本項目之外的其他項目。
  All Shortlisted Applicant has the copyright of all its Deliverables.The Intellectual Property Rights of the Deliverables submitted by the Shortlisted Applicant belongs to the Sponsor upon full payment for the scheme solicitation fee according to Article 7.The Sponsor has the right to use,copy,revise and propaganda the Deliverables.Neither the Sponsor nor the Shortlisted Applicant has the right to use all or part of the scheme for projects other than this Project.
  10.3
  應征人應保證提交的成果文件在中國境內或境外沒有且不會侵犯任何其他人的知識產權（包括但不限于著作權、專利權）或專有技術或商業秘密。應征人應保證，如其成果文件使用或包含任何其他人的知識產權或專有技術或商業秘密，應征人已經獲得權利人的合法、有效、充分的授權。應征人因侵犯他人知識產權或專有技術或商業秘密所引起的全部法律責任應由應征人承擔。
  The Shortlisted Applicant shall ensure that its Deliverables does not and will not infringe the intellectual property rights(including but not limited to copyright and patent right)or proprietary technology or trade secrets of any other person within or outside China.The Shortlisted Applicant shall guarantee that if its Deliverables uses or contains the intellectual property rights,proprietary technology or trade secrets of any other person,the Shortlisted Applicant has obtained the legal,effective and sufficient authorization of the owner.The Shortlisted Applicant shall be liable for all legal responsibilities arising from its infringement of others'intellectual property rights,proprietary technology or trade secrets.

  11.1
  資格預審公告使用中文和英文書寫。當中、英文兩種語言的意思表達不一致時，以中文為準。
  The Prequalification Announcement is written both in Chinese and English.In case of inconsistency between Chinese and English,Chinese shall prevail.
  11.2
  凡參加本次資格預審的申請人均被視為同意并接受《資格預審文件》的全部內容及條款。
  All Applicants participating in this prequalification are deemed to agree and accept all the contents and terms of the Prequalification Document.
  11.3
  申請人在資格預審《申請文件》中所列出的主創設計師須親自開展本項目的設計工作，須參加項目啟動會與現場踏勘，須進行成果方案匯報。因此，請所列出的主創設計師根據征集活動時間安排提前預留時間、做好準備。如因旅行限制原因，主創設計師確實無法赴現場參會的，須在資格預審《申請文件》中進行說明，并承諾將通過視頻或電話會議的方式參會。所述情況將在資格預審評審時予以綜合考慮。
  The chief designer listed in the Application Document must carry out the design work,attend the Kick-off Meeting,participate in Site Visit and present the Deliverables IN PERSON.Therefore,please make well preparation in advance according to the Schedule of Solicitation.If the chief designer is indeed unable to attend the meetings on site in the event of travel restrictions,an explanation should be made in the Application Document and attendance to meetings by video or telephone should be promised.It will be taken into consideration by the evaluation committee.
  11.4
  本次征集活動及相關文件的最終解釋權歸征集人。
  The Sponsor reserves the right of final interpretation of this Project and related documents.
