前言
成都交子公園置業有限公司作為征集人(下稱“征集人”)委托四川明清工程咨詢有限公司作為征集代理(下稱“征集代理”),組織“交子公園金融商務區河東特色金融街項目、交子公園東區A/E地塊項目景觀概念方案征集項目”活動,面向全球公開邀請具有相關設計經驗的設計機構前來申請應征,遞交資格預審《申請文件》。征集人將通過本次資格預審,擇優選取3位應征人參加征集活動,《征集文件》(含《設計任務書》)僅提供給入圍的3家應征人。歡迎符合資格條件的應征申請人遞交資格預審《申請文件》。
Chengdu Jiaozi Park Real Estate Co.,Ltd.(hereinafter referred to as the“Host”)entrusts Sichuan Minkin Consulting Co.,Ltd.as Solicitation Agent(hereinafter referred to as“Solicitation Agent”)to organize the Landscape Conceptual Scheme Solicitation for Hedong Characteristic Financial Street Project of Chengdu Jiaozi Park Financial Business District and East Zone Plot A/E Project of Chengdu Jiaozi Park and invites design agencies with relevant design experience worldwide to apply and submit pre-qualification Application Documents.Through this pre-qualification,the Host will select three applicants to participate in the solicitation activity and the Solicitation Documents(including the Design Brief)will only be provided to the three shortlisted applicants.Applicants who meet the eligibility criteria are welcome to submit the pre-qualification Application Documents.

成都交子公園金融商務區位于四川省成都市中心城區南部錦江兩岸,總面積9.3平方公里,是成都推進西部金融中心建設主承載地、國際化都市級公園商圈和未來公園社區典范。交子公園金融商務區河東特色金融街為交子公園商圈河東片區首開項目,按街區理念進行營造,將交子公園、街道、特色樓宇無界融合,打造現象級特色街道。商業定位為“公園商業組團-公園城市理想生活樣本、區域產業休閑活力地標”。
Located on both sides of Jinjiang River in the south of Chengdu city proper,Sichuan Province,with a total area of 9.3 square kilometers,Chengdu Jiaozi Park Financial Business District is a main carrier in Chengdu to advance the construction of the western financial center,an international metropolitan park business circle and a role model of future park community.The Hedong Characteristic Financial Street of Chengdu Jiaozi Park Financial Business District is the initial Project in the Hedong area of Jiaozi Park business circle.It is built according to the block concept,seamlessly integrating Jiaozi Park,streets,and characteristic buildings to create a phenomenon level characteristic street.The commercial positioning is"a park commercial cluster-an ideal living sample for park cities,and a regional industrial leisure vitality landmark".
為落實國家戰略,助力建設國家西部金融中心,加快融入“成渝雙城經濟圈”戰略,提升交子公園金融商務區形象,征集人特向全球優秀設計機構征集交子公園金融商務區河東特色金融街項目、交子公園東區A/E地塊項目景觀概念方案。
To implement the national strategy,help to build the national western financial center,speed up the integration into the“Chengdu-Chongqing economic circle”strategy,and enhance the image of Jiaozi Park Financial Business District,the Host now solicits the Landscape Conceptual Scheme Solicitation for Hedong Characteristic Financial Street Project of Chengdu Jiaozi Park Financial Business District and East Zone Plot A/E Project of Chengdu Jiaozi Park from globally renowned design institutions.

1.資格預審
1.Pre-qualification
征集人和征集代理將組建資格預審評審委員會,對按時遞交了資格預審《申請文件》的應征申請人進行審查和評審,擇優選取3位應征人參加征集活動。
The Host and Solicitation Agent will set up a pre-qualification review jury to examine and review the applicants who have submitted the pre-qualification Application Documents on time,and three applicants will be selected to participate in the solicitation activities.
2.概念方案評審
2.Conceptual scheme review
征集人和征集代理將組建方案評審專家評審委員會,對交子公園金融商務區河東特色金融街項目、交子公園東區A/E地塊項目景觀概念方案進行綜合評審,并對3位應征人提交的交子公園金融商務區河東特色金融街項目、交子公園東區A/E地塊項目景觀概念方案進行排序。
The Host and Solicitation Agent will set up an expert scheme review jury to conduct a comprehensive review of the landscape conceptual schemes for Hedong Characteristic Financial Street Project of Chengdu Jiaozi Park Financial Business District and East Zone Plot A/E Project of Chengdu Jiaozi Park,and rank landscape conceptual schemes for these projects submitted by three applicants.
3.中選方案的確定
3.Determination of the selected scheme
征集人在向相關政府主管單位和部門匯報了專家評審結果,并征詢了相關政府主管單位和部門的意見后,從3個方案中確定1個為中選方案。
After reporting the expert review results to the relevant competent authorities and departments and consulting the opinions of the relevant competent authorities and departments,the Host determines one of the three schemes as the selected scheme.
4.深化設計咨詢
4.Design development consulting
征集人在確定中選方案后,將與中選單位簽訂深化設計咨詢合同,完成景觀方案深化設計咨詢、方案報規報建配合、施工實施階段配合等顧問工作。深化設計咨詢費由應征人自行報價,與景觀概念方案設計成果同時遞交。深化設計咨詢費的報價將被作為概念方案評審的重要考慮因素之一。
After determining the selected scheme,the Host will sign the design development consulting contract with the selected units and complete the design development consulting of the landscape scheme,the cooperation of the scheme submission to planning and construction authorities,the cooperation of the construction implementation stage and other advisory work.The design development consulting fee will be quoted by the applicant on its own and submitted at the same time with the deliverables of the landscape concept scheme.The quotation for the design development consulting fee will be considered as one of the factors in the conceptual scheme review.

Located in the west of Jinjiang District,Chengdu,the project extends to Taizhi Road in the east of Jiaozi Park in the north,Taining 2nd Road in the south,Guohua Street in the west,and the third section of Jinhua Road in the east.The Project consists of 5 plots:G08,G09,G10,H05,H06,Plots A and E of the Park.The landscape design scheme for this Solicitation covers an area of approximately 115,499.71㎡.

(1)將交子公園、交子人行橋、街道、特色樓宇無界融合,打造高質量社交場景與綠色生活美學場景。
(1)Seamlessly integrate Jiaozi Park,Jiaozi Footbridge,streets and characteristic buildings to create high-quality social scenes and green life aesthetic scenes.
(2)強調格調品味、自然藝術場景、輕奢質感,構建公園經濟,形成多元文化社區,以無界交融的商業場景賦能河東特色金融街區商業長期價值IP。
(2)Emphasize style and taste,natural artistic scenes and entry luxury quality feeling,build park economy,form a multicultural community,and enable the long-term commercial value IP of Hedong Characteristic Financial Street with seamless and integrated commercial scenes.
(3)充分尊重上位規劃及設計,結合公園設計規范,與現有公園及周邊景觀合理銜接、融合。
(3)Fully respect superior planning and design,combine with park design codes,and reasonably connect and integrate with existing parks and surrounding landscape.
(4)根據公園設計規范,合理增加公園管理、游憩等公園建筑,明確增加點位并提出風格意向等。

(5)在交子公園東區A地塊,合理考慮一處露天網球場地(2個標準網球場地)。

(3)滿足征集人及征集人委托的咨詢機構提出的相關審查;

(1)方案征集成果:總說明,景觀構思、演繹及推導,總平面圖,分區放大平面圖,立面圖或剖面圖,鳥瞰圖(不少于4張),重點節點透視圖及效果圖(不少于10張),構筑物(含跨街連橋、室外車庫坡道等)、慢行系統、植物設計、室外家具、燈具及音響等細部圖紙,景觀建筑、城市藝術品、標識系統等細節意向圖,海綿城市等相關策略、水生態或水治理設計(若有)、簡要估算等。
(1)Deliverables of scheme solicitation:General description,landscape concept,interpretation and derivation,general plan,enlarged plans of separate zones,elevation or cross-section drawings,bird's-eye view(no less than 4),key node perspective views and renderings(no less than 10),detailed drawings such as structures(including cross-street bridges,outdoor garage ramps),slow-motion system,plant design,outdoor furniture,lamps and audio system,detailed renderings such as landscape architecture,urban art and identification system,relevant strategies,water ecology or water treatment design(if any)of sponge city,brief estimation,etc.

(3)擴初咨詢成果:擴初咨詢總說明、總平面圖、總分區索引圖、豎向布置圖、分區平面圖及索引圖、分區豎向高度圖、涉及專業說明、硬質鋪裝圖、種植平面圖、園林景觀室外家具、燈具點位及布置圖、給水排水圖(應結合景觀生態措施內容);并提出景觀建筑、室內外導視系統、標識標牌、公共空間藝術品/雕塑、兒童區、燈光氛圍等專項創意意向圖紙、簡要概算。
(3)Deliverables of initial expansion consulting:General description of initial consulting,general plan,overall zoning index,vertical layout,plans and indexes of separate zones,vertical height diagrams of separated zones,the description related to specialty,hard pavement diagram,planting plan,outdoor furniture and lamp point and arrangement drawings of landscape,water supply and drainage diagram(in combination with ecological measures of the landscape);propose special creative renderings and brief estimation for landscape architecture,indoor and outdoor signage systems,signs,public space artworks/sculptures,children's areas,lighting atmosphere,etc.
3.3成果提交要求
3.3Requirements of deliverables submission
(1)方案征集及方案深化咨詢圖紙尺寸為A3版面(據實際情況可適當加長),PowerPoint式文件作為方案匯報時的主要文件。
(1)The size of the scheme solicitation and scheme development consulting drawings is A3(which can be appropriately extended according to the actual situation),with PowerPoint file as the main document for scheme reporting.
(2)最終評審須提交方案文本紙質版本共8套(正式文件蓋鮮章及騎縫章),并制作3-5分鐘的視頻或動畫,格式為MP4。
(2)A total of 8 sets of hardcopy documents of the scheme text(with fresh seal and across-page seal affixed in the official documents)must be submitted for the final review.A 3~5-minute video or animation in MP4 format must be prepared.
(3)成果文件應彩色雙面打印,避免浪費及包裝。
(3)The deliverables should be printed in color on both sides to avoid excessive packaging.
(4)擴初咨詢成果提交要求:

①封面:寫明項目名稱、編制單位、編制年月;②扉頁:寫明編制單位法定代表人、技術總負責人、項目總負責人和各專業負責人的姓名,并經上述人員簽署并授權蓋章(正式文件蓋鮮章及騎縫章);③擴初文件目錄;④擴初咨詢說明;⑤擴初咨詢圖紙。
①Cover:Indicate the project name,preparation unit,and preparation date;②Title page:Indicate the names of the legal representative,technical director,Project leader and leaders of various specialties of the preparation unit.It shall be signed or authorized to seal by the above-mentioned personnel(with fresh seal and across-page seal affixed in the official documents);③Contents of the initial expansion documents;④Description of initial expansion consulting;⑤Drawings of initial expansion consulting.
最終成果要求以《征集文件》(含《設計任務書》)為準。
The final deliverable requirements are subject to the Solicitation Documents(including the Design Brief).

1、資質要求:
1.Qualification requirements:
(1)國外機構作為應征申請人的,須在其所在國家或地區具有合法營業及設計許可;
(1)If a foreign agency acts as an applicant,it must have a legal business and design license in its country or region;
(2)國內機構作為獨立應征申請人的,須具有風景園林工程設計甲級及以上專項資質(港、澳、臺地區機構須在其所在地具有合法營業及設計許可);
(2)If a domestic agency acts as an independent applicant,it must have Grade A qualifications and above for the special design of landscape architecture engineering(agencies in Hong Kong,Macao and Taiwan must have legal business and design licenses in their locations).

1.深化設計咨詢費
1.Design development consulting fees
經征集人征詢相關政府主管單位和部門意見后,由征集人確定的中選單位,將獲得后續深化設計咨詢合同,深化設計咨詢費控制價為人民幣739.1981萬元(含稅)。應征人根據方案自行報價,報價金額不應超過控制價。
After consulting the opinions of the competent government departments,the Host determines the selected unit of each plot.These units will be awarded a subsequent design development consulting contract,and the design development consulting fees will be controlled within RMB 73.91981 million yuan.The shortlisted applicant should quote according to the scheme,and the amount quoted must not exceed the price ceiling.
具體工作內容為:包含但不限于本項目內所有的(含屋頂花園、下沉廣場、跨街連橋、室外汽車坡道等)景觀、綠化、硬質鋪裝及廣場、園路系統、海綿城市等配套設施等;并提出公園建筑、室內外導視系統、標識標牌、公共空間藝術品/雕塑、兒童區、燈光氛圍、噴泉水景等專項創意意向,且根據征集人的要求對方案征集成果的調整及優化。應完成本項目范圍內所有的景觀概念方案征集服務及估算、概念方案深化咨詢服務及估算、擴初咨詢及概算相關設計咨詢服務工作。
The specific work contents include but are not limited to all landscape,greening,and hard pavement of(roof garden,sunken square,cross-street bridge,outdoor car ramp)and supporting facilities such as square,parkway system and sponge city in the Project;propose special creative intentions such as park architecture,indoor and outdoor signage systems,signs,public space artworks/sculptures,children's areas,lighting atmosphere and fountain water features,and adjust and optimize the scheme solicitation deliverables according to the requirements of the Host.All landscape conceptual scheme solicitation services and estimation,conceptual scheme development consulting services and estimation,and design consulting services related to initial expansion consulting and estimation within the scope of the Project should be completed.
2.方案補償費
2.Compensation
應征人將獲得相應方案補償費方案補償費為人民幣80萬元,方案補償協議將在方案評審會結束后30個工作日內簽訂。方案補償費協議簽訂后,應征人在結合專家意見、相關政府主管單位和部門意見對方案進行優化,并按期向征集人交付優化方案并經驗收合格后開始辦理支付手續。征集人征詢相關政府主管單位和部門意見后,由征集人確定中選單位后,該單位獲得的方案補償費將抵扣其相應的深化設計咨詢費。
The shortlisted applicants will receive the corresponding scheme design compensation of RMB 800,000 yuan.The design compensation agreement will be signed within 30 working days after the end of scheme review jury.The design compensation agreement will be signed within 30 working days after the end of scheme review jury.The applicant shall optimize the scheme in combination with the experts'opinions and the opinions of relevant government authorities and departments and deliver the optimization scheme to the Host on schedule.After the acceptance,the Host will start to handle the payment procedures.After consulting the opinions of the competent government departments,the Host determines the selected unit of each plot.The design compensation obtained by the unit will be deducted from its corresponding design development fees.
當應征人出現下列情況時,征集人不予支付方案補償費。
The Host will not pay the compensation when the following circumstances arise.
(1)應征人未按規定時間遞交完整的《應征文件》;
(1)The applicant has not submitted the full Application Documents according to the prescribed time;
(2)應征人遞交的《應征文件》被方案評審專家評審委員會認定為未對《征集文件》的要求作出實質性的響應;
(2)The Application Documents submitted by the applicant is identified by the expert scheme review jury as not making a substantive response to the requirements of Solicitation Documents;
(3)應征人遞交的《應征文件》被方案評審專家評審委員會認定為未達到本次征集設計工作深度及要求的;
(3)The Application Documents submitted by the applicant is identified by the expert scheme review jury as not meeting the depth and requirements of the design work of the solicitation;
(4)方案國際征集期間,應征人的資格條件發生變化,不能達到上述第六條規定的資格要求,被征集人取消應征人資格。
(4)During the international solicitation,if the qualification conditions of the applicant have changed and the applicant fails to meet the qualification requirements stipulated in Article VI above,the applicant is disqualified by the Host.
3.深化設計咨詢費、方案補償費的支付方式
3.Payment method of design development consulting fee and compensations
本次征集的方案補償費及深化設計咨詢費均以人民幣直接支付給應征人,所有中國境內、外應繳納的各項稅費均由應征人自理,須提供符合征集人要求的中國國內完稅發票。境外應征人若無法使用本機構帳戶收取人民幣的,須與征集人簽訂三方支付協議并授權國內合法獨立法人代收款項,征集人在為應征人代扣代繳中國境內勞務增值稅及所得稅后,將剩余款項支付至其國內合法獨立法人機構,因此產生的所有費用由應征人自行負責。
The compensation and design development consulting fees of this solicitation will be paid in RMB directly to the applicant,and all taxes and fees payable inside and outside China should be borne by the applicant on its own,and the invoices for domestic tax payment in China should be provided in accordance with the requirements of the host.If the overseas applicant is unable to use its account to receive RMB,it needs to sign a tripartite payment agreement with the host and authorizes the legal and independent legal person in China to receive the payment on its behalf.After withholding and paying the value-added tax and income tax on labor services in China for the applicant,the host will pay the remaining amount to its domestic legal independent legal person,and all expenses incurred therefrom shall be borne by the applicants.

4.1應征人參加本次資格預審及方案征集的所有費用(含差旅住宿費、模型制作、打印費等)均自行承擔。

4.2征集人保留要求應征人根據方案評審委員會和相關政府主管單位和部門意見進行優化成果的權利。
4.2The host reserves the right to require the applicants to optimize the deliverables according to the opinions of the scheme review committee and the competent government.
知識產權和保密原則

1、由征集人提供的資料、軟件和其他物品,其所有權(包括版權)等合法權益歸征集人所有。應征人將與征集人簽訂保密協議,未經征集人書面同意,應征人不得擅自使用或交由任何第三方使用,否則,應征人應承擔由此產生的所有責任并賠償征集人因此遭受的所有損失。即使本項目履行完畢、被解除、終止,應征人的保密義務永久存在,除非上述保密內容已經被公開。
1.The legitimate rights and interests of materials,software and other articles provided by the Host are owned by the Host,such as ownership(including copyright).The shortlisted applicant will sign a confidentiality agreement with the Host,and the Host must not use it or hand it over to any third party without the written consent of the applicant.Otherwise,the applicant shall bear all liabilities arising therefrom and compensate the Host for all losses suffered therefrom.Even if the Project is performed,rescinded or terminated,the obligation of confidentiality of the applicant will exist permanently unless the above confidentiality has been made public.
2、應征人保證提交給征集人的設計圖紙、相關文件、資料、方案等項目成果(包括中期和最終成果)以及實現該成果所使用的必要方法不侵犯征集人和任何第三方的合法權益(包括但不限于專利權、商標、著作權、廠商標識、服務標記、商業秘密、公民的肖像權等),否則,應征人應承擔由此產生的所有責任并賠償征集人因此遭受的所有損失。
2.The applicant guarantees that the project deliverables submitted to the Host(including interim and final deliverables)such as design drawings,relevant documents,materials,schemes and the necessary methods used to achieve the results do not infringe upon the legitimate rights and interests of the Host and any third party(including but not limited to,patent rights,trademarks,copyrights,manufacturer's signage,service marks,trade secrets,citizen portrait rights,etc.).The applicant should bear all liabilities arising therefrom and compensate the Host for all losses suffered thereinafter.
3、征集人與中選方案的應征人簽署了深化設計咨詢合同并支付相應深化設計咨詢費后,中選方案的所有權及相關知識產權轉為征集人與應征人雙方共同所有(應征人擁有署名權),征集人有權將應征人遞交的中選概念方案設計成果及設計咨詢成果用于項目竣工之目的使用。任何一方,未經另一方事先同意,不得在任何情況下將本項目的設計咨詢成果、設計模型、設計文件及有關數據進行修改、復制或描繪提供給第三方使用(除為本次項目建造、研討、評審、報批目的提供給第三方以外)。如果征集人未能與中選的應征人簽署深化設計咨詢合同,經應征人書面同意后,征集人可以使用應征人的概念方案設計成果。
3.After signing the design development consulting contract between the Host and the applicant of the selected scheme,the Host is entitled to use the deliverables of the conceptual scheme submitted by the applicant.After the Host pays the design development consulting fees,the ownership and intellectual property rights of the selected schemes shall be owned by the Host(the right of authorship should be owned by the applicant).Neither party shall,without the prior consent of the other party,modify,copy or describe the design consulting deliverables,design models,design documents and related data of the Project to a third party for use under any circumstances(except for the purpose of construction,discussion,review and approval of the Project).If the Host fails to sign a further design development consulting contract with the selected applicant,the Host may,with the written consent of the applicant,use the applicant's conceptual scheme deliverables.
4、未中選方案的知識產權經應征人書面同意后,征集人可以使用應征人的概念方案設計成果。但所有參與征集的成果文件在評審后不退回應征人。
4.The Host is entitled to use the conceptual scheme deliverables of the applicant with the latter’s written permission of the intellectual property rights of the latter’s unselected schemes.However,all the deliverables involved in the solicitation will not be returned to the applicant after the review.
5、征集人在評審結束后公布評審成果,并有權對應征人遞交的設計成果無償進行印刷、出版和展覽,可通過傳播媒介、專業雜志、書刊或其他形式對設計方案進行評價、展示和宣傳。在征得征集人書面同意后,應征人可通過傳播媒介、專業雜志、書刊或其他形式評價、展示其設計方案的相關內容。
5.The Host will announce the results of the review after the end of the review and is entitled to print,publish and exhibit the deliverables submitted by the applicants free of charge,and evaluate,display and publicize the design schemes through communication media,specialized journals,books or other forms.After acquiring the permission of the Host in writing,the applicant may evaluate and display relevant contents of its design scheme through communication media,specialized journals,books or other forms.
6、征集活動結束前,應征人或其設計人員未征得征集人和征集活動組織單位的許可,不得以任何方式披露、公開或展示設計成果,否則將依法追究其相應法律責任,并取消其參與本次征集的資格。
6.Before the end of the solicitation activity,the applicant or its designer must not disclose,make public or display the deliverables in any way without the permission of the Host and the organizer of the solicitation activity,otherwise the corresponding legal liabilities shall be ascertained in accordance with the law and its qualification to participate in the solicitation will disqualified.
7、應征人從征集人或征集組織單位獲得的文件資料應妥善保管,不得泄露,也不得用于本次征集活動以外的任何用途。應征人須承擔因文件資料泄露等情況所帶來的法律責任(含賠償損失等)。
7.The documents and materials obtained by the applicant from the Host or the soliciting organizer should be properly kept and must not be disclosed or used for any purpose other than the solicitation activity.The applicant shall bear the legal liabilities(including compensation for losses,etc.)arising from the leak of documents and materials.
8、本次征集不允許任何形式的抄襲或剽竊,所造成的一切責任須由過錯方承擔,征集人不承擔任何法律責任。
8.No form of copying or plagiarism is allowed in this solicitation,and all liabilities arising therefrom shall be borne by the faulty party,and the Host will not bear any legal liability.
9、本次征集活動公告與正式發布的《征集文件》有不符之處,以《征集文件》為準,征集人擁有本次公告的最終解釋權。
9.For inconsistencies between the solicitation activity and the Solicitation Document that is officially released,the Solicitation Document shall prevail.The Host has the power of final interpretation of the announcement.
10、未正式征集前,如遇政策發生變化等情況或其他不可抗力,征集人有權終止本次征集活動,最終解釋權歸征集人所有。
10.Before formal solicitation,in the event of policy changes or other force majeures,the Host has the right to terminate the solicitation activity and the final interpretation is owned by the Host.
11、本次征集的設計深度為內容為景觀概念方案設計。本次征集涉及的建設工程的方案設計、初步設計和施工圖設計將按照《中華人民共和國招標投標法》的規定通過公開招標確定設計單位。
11.The design depth of the Solicitation is landscape concept design.The design unit for schematic design,preliminary design and construction drawing design of the construction project involved in this solicitation will be determined by public bidding in accordance with the provisions of the Law of the People's Republic of China on Tenders and Bids.
