  保定市人民政府作為主辦單位，保定國家高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管理委員會、保定市自然資源和規(guī)劃局作為承辦單位，保定國家高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)管理委員會東西區(qū)管理局作為征集人現(xiàn)舉辦“保定國際醫(yī)療基地城市設(shè)計國際方案征集”活動。本次方案征集活動將公開邀請具有相關(guān)規(guī)劃設(shè)計經(jīng)驗的設(shè)計機(jī)構(gòu)前來申請應(yīng)征，提交資格預(yù)審申請文件（以下簡稱“申請文件”）。通過資格預(yù)審選取4個應(yīng)征人參加征集活動，并提交應(yīng)征設(shè)計成果。
  Baoding Municipal People's Government as the Sponsor,together with the Baoding National Hi-Tech Industrial Development Zone Administration Committee and the Baoding Natural Resources and Planning Bureau as the Organizers,and the East-West Division of Baoding National Hi-Tech Industrial Development Zone Administration Committee as the Solicitor,is currently holding the"International Solicitation of Urban Design Proposals for Baoding International Medical Base.”Design entities worldwide with related planning and design experience are publicly invited to participate and submit the Application Documents for Prequalification(hereinafter referred to as“Application Documents”).The Sponsor will select four final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

  1.1 Project name:International Solicitation of Urban Design Proposals for Baoding International Medical Base
  1.2項目位置：保定國際醫(yī)療基地位于保定市主城區(qū)東部12公里的高鐵片區(qū)，交通區(qū)位優(yōu)勢明顯。依托保定東站，以及京港澳高速、七一路、東三環(huán)、東風(fēng)東路、天威東路的交通主骨架，與京津、雄安、石家莊等京津冀城市圈中重要節(jié)點(diǎn)城市建立便捷暢通的交通渠道，距北京高鐵40分鐘，緊鄰雄安新區(qū)，全面融入京津冀“一小時交通圈”和“半小時生活圈”。
  1.2 Project location:Baoding International Medical Base is situated in a high-speed rail zone approximately 12 kilometers away to the eastern part of Baoding City's main urban area,with exceptional transportation advantages.The medical base takes advantage of its proximity to Baoding East Railway Station and key transportation routes,including the Beijing-Hong Kong-Macau Expressway,Qiyi Road,East Third Ring Road,East Dongfeng Road,and East Tianwei Road.This strategic location enables convenient and efficient transportation connections with important cities in the Beijing-Tianjin-Hebei metropolitan area,such as Beijing,Tianjin,Xiongan,and Shijiazhuang.With a mere 40-minute high-speed train ride from Beijing and its close proximity to Xiongan New Area,the medical base seamlessly integrates into the"one-hour transportation circle"and"30-minute living circle"of the Beijing-Tianjin-Hebei region.
  1.3項目規(guī)模：本次征集范圍包含兩個空間層次，一是總體城市設(shè)計范圍，包括國際醫(yī)療基地起步區(qū)西區(qū)與起步區(qū)東區(qū)、保定東站站前區(qū)、國際醫(yī)療基地擴(kuò)展區(qū)及周邊的戰(zhàn)略留白空間，面積約30平方公里。二是重點(diǎn)片區(qū)詳細(xì)城市設(shè)計范圍，包括起步區(qū)東區(qū)、保定東站站前區(qū)、國際醫(yī)療基地擴(kuò)展區(qū)核心區(qū)域，面積不低于10平方公里（含不少于2平方公里的核心節(jié)點(diǎn)兩處，具體范圍設(shè)計單位自定）。
  1.3 Project scale:The scope of this solicitation includes two spatial levels.Firstly,the overall urban design scope,which includes the western and eastern areas of the Baoding International Medical Base Starting Area,the area in front of the Baoding East Railway Station,the expansion zone of the International Medical Base,and the surrounding strategic vacant spaces,covering an approximate area of 30 square kilometers.Secondly,the detailed urban design scope of key areas,encompassing the eastern area of the Baoding International Medical Base Starting Area,the area in front of Baoding East Railway Station,and the core area of the expansion zone of the International Medical Base.The total area should be no less than 10 square kilometers(including two core nodes,each covering at least 2 square kilometers;the exact delineation of the scope will be determined by the design entities).
  1.4規(guī)劃設(shè)計任務(wù)
  1.4 Design Specifications
  本次城市設(shè)計國際方案征集的設(shè)計內(nèi)容分為基礎(chǔ)研究、總體城市設(shè)計、重點(diǎn)片區(qū)詳細(xì)城市設(shè)計和實施計劃四項內(nèi)容。
  The design content of this international solicitation of urban design proposals encompasses four aspects:foundational research,overall urban design,detailed urban design of key areas,and implementation plan.
  1.4.1基礎(chǔ)研究
  1.4.1 Foundational research
  包括：目標(biāo)愿景研究、區(qū)域發(fā)展研究、產(chǎn)業(yè)發(fā)展研究、交通體系研究等。
  It encompasses research on target vision,regional development,industrial growth,transportation systems,and other relevant areas.
  1.4.2總體城市設(shè)計
  1.4.2 Overall urban design
  包括：總體結(jié)構(gòu)與功能布局、整體空間形態(tài)與風(fēng)貌特色引導(dǎo)、生態(tài)空間設(shè)計、開放空間設(shè)計、綜合交通規(guī)劃、村莊布局與發(fā)展建議等。
  It encompasses various aspects,including the overall structure and functional layout,guidance for the overall spatial form and distinctive features,ecological space design,open space design,comprehensive transportation planning,village layout,and development recommendations,among others.
  1.4.3重點(diǎn)片區(qū)詳細(xì)城市設(shè)計
  1.4.3 Detailed urban design of key areas
  包括：對重點(diǎn)片區(qū)的空間形態(tài)、公共空間、道路交通系統(tǒng)及建筑設(shè)計等提出更為詳細(xì)的控制及引導(dǎo)建議。
  It encompasses the provision of comprehensive and specific control and guidance recommendations for the spatial form,public spaces,road transportation systems,and architectural design in key areas.

  包括：與法定規(guī)劃銜接建議、資金平衡與分期建議、行動計劃建議等。
  It encompasses recommendations for aligning with statutory planning,fund balancing and staging,action plan,and other related suggestions.

  4.應(yīng)征申請人的資格
  4.Eligibility and Qualifications of Applicants
  4.1應(yīng)征申請人（以下簡稱“申請人”）應(yīng)為合法注冊的法人實體或由合法注冊的法人實體組成的項目聯(lián)合體。
  4.1 Any prequalification Applicant(hereinafter referred to as"Applicant")shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.
  4.2應(yīng)征申請人應(yīng)具有承擔(dān)本征集項目規(guī)劃設(shè)計和相關(guān)產(chǎn)業(yè)研究與策劃的專業(yè)技術(shù)能力。
  4.2 Applicants should possess the professional technical ability to undertake the planning and design and relevant industrial research and planning of this solicitation project.
  4.2.1城鄉(xiāng)規(guī)劃或建筑設(shè)計的相應(yīng)資質(zhì)或資格要求如下：
  4.2.1 The requirements for the corresponding eligibility or qualifications to undertake the urban and rural planning or architectural design are as follows:
  4.2.1.1中華人民共和國境內(nèi)的設(shè)計機(jī)構(gòu)應(yīng)具有政府有關(guān)行政主管部門核發(fā)的城鄉(xiāng)規(guī)劃編制甲級資質(zhì)或建筑行業(yè)（建筑工程）設(shè)計甲級及以上資質(zhì)；
  4.2.1.1 Design entities within the People's Republic of China should have the following qualification issued by the relevant government administrative department:a qualification certificate of Grade A for urban and rural planning or a qualification certificate of Grade A for architectural design(architectural engineering)or above;
  4.2.1.2中華人民共和國境外的設(shè)計機(jī)構(gòu)應(yīng)依其所屬國或所屬地區(qū)的管理規(guī)定具有城市規(guī)劃或建筑設(shè)計的執(zhí)業(yè)許可或經(jīng)營許可。
  4.2.1.2 Design entities outside the People's Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations.
  4.2.2相關(guān)產(chǎn)業(yè)研究與策劃專業(yè)技術(shù)能力要求如下：
  4.2.2 The requirements for professional technical ability of relevant industrial research and planning are as follows:
  應(yīng)征申請人應(yīng)具有相關(guān)產(chǎn)業(yè)研究與策劃的經(jīng)驗和業(yè)績，并能提供與此相關(guān)的證明資料。
  Applicants shall have corresponding experience and achievements in relevant industrial research and planning,and be able to provide relevant supporting materials.
  4.3中華人民共和國境外的應(yīng)征申請人須與中華人民共和國境內(nèi)的申請人組成聯(lián)合體應(yīng)征。
  4.3 Any applicant outside the People's Republic of China shall form a Consortium with an applicant inside the People's Republic of China before participating in the solicitation.
  4.4香港、澳門特別行政區(qū)和臺灣地區(qū)的規(guī)劃設(shè)計機(jī)構(gòu)的資格要求參照境外設(shè)計機(jī)構(gòu)資格要求的規(guī)定。
  4.4 The qualifications for planning and design entities from Hong Kong and Macau Special Administrative Regions as well as Taiwan shall refer to the requirements of qualifications for design entities outside the People’s Republic of China.
  4.5本項目接受聯(lián)合體應(yīng)征。
  4.5 This Project accepts applications from Consortia.
  4.5.1聯(lián)合體的各成員應(yīng)共同簽署一份聯(lián)合體協(xié)議。
  4.5.1 Partners of a Consortium shall jointly sign a consortium agreement.
  4.5.2組成項目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請資格預(yù)審，也不得同時加入本項目其它聯(lián)合體申請資格預(yù)審。
  4.5.2 Any partner of the Consortium shall neither individually apply for the prequalification in its own name,nor concurrently apply for the prequalification as a partner of another Consortium.
  4.6除聯(lián)合體內(nèi)部的成員外，參加征集的應(yīng)征人之間不應(yīng)存在關(guān)聯(lián)關(guān)系。
  4.6 Except for partners of a Consortium,the Participants in the solicitation shall not constitute or bear any affiliations.

  有意向參加應(yīng)征的申請人需先在北京科技園拍賣招標(biāo)有限公司網(wǎng)站（www.bkpmzb.com）下載資格預(yù)審文件領(lǐng)取登記表，填寫完成后以Word版本發(fā)送電子郵件至征集指定郵箱kjysanbu 163.com或遞交至征集組織機(jī)構(gòu)，征集組織機(jī)構(gòu)收到登記表后，再將資格預(yù)審文件的下載密碼發(fā)送給申請人。

  8.1 Intellectual Property Rights(IPRs)
  8.1.1本次方案征集中接收的所有有效的應(yīng)征文件（包括A3版面設(shè)計文冊、A0標(biāo)準(zhǔn)輕質(zhì)展板、模型、電子文件和應(yīng)征設(shè)計方案著作權(quán)聲明等）均不退回。
  8.1.1 All valid response proposals received in this solicitation(including the A3-sized design book,A0 standard lightweight exhibition panels,models,electronic documents,and the Copyright Statement of Design Proposals)will not be returned.
  8.1.2應(yīng)征設(shè)計文件和設(shè)計成果的知識產(chǎn)權(quán)由主辦單位/承辦單位/征集人與應(yīng)征人共同享有：
  8.1.2 The intellectual property rights(IPRs)of the Design Proposals and design results shall be owned in common by the Sponsor/Organizers/Solicitor and the Participants.
  8.1.2.1應(yīng)征人對其應(yīng)征設(shè)計文件享有署名權(quán)，在征得主辦單位/承辦單位/征集人書面同意后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示其應(yīng)征設(shè)計文件的相關(guān)內(nèi)容。除應(yīng)征人的設(shè)計標(biāo)準(zhǔn)、設(shè)計導(dǎo)則和繪圖元素以外，應(yīng)征人不得將應(yīng)征設(shè)計文件及設(shè)計成果用于其他的設(shè)計項目。
  8.1.2.1 Participants hold the right of authorship for their Design Proposals and can comment on and display such Design Proposals in the forms of media communications,trade magazines,publications among others after granted with the Sponsor’s/Organizers’/Solicitor’s consent in writing.The Participants shall not use the Design Proposal and design results on other projects,except the Participant’s design standards,design guidelines,and drawing elements.
  8.1.2.2主辦單位/承辦單位/征集人有權(quán)在本項目的規(guī)劃設(shè)計中使用應(yīng)征人提交的規(guī)劃設(shè)計成果，主辦單位/承辦單位/征集人在項目的規(guī)劃設(shè)計中或在規(guī)劃設(shè)計方案調(diào)整綜合時可以全部或部分使用應(yīng)征規(guī)劃設(shè)計成果的內(nèi)容，也可以對其進(jìn)行修改。主辦單位/承辦單位/征集人不得將應(yīng)征設(shè)計文件及設(shè)計成果用于本項目以外的其他項目。
  8.1.2.2 The Sponsor/Organizers/Solicitor have the right to use the planning and design results submitted by the Participants in the planning and design of this Project.The Sponsor/Organizers/Solicitor have the right to use the Design Proposals in whole or in part in the planning and design of this Project or the adjustment and integration of the planning and design proposals,and also have the right to modify them.The Sponsor/Organizers/Solicitor shall not use the Design Proposals and design results for a purpose other than this Project.
  8.1.2.3主辦單位/承辦單位/征集人可以對所有應(yīng)征設(shè)計文件及設(shè)計成果印刷、出版和展覽，并可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價、展示、宣傳應(yīng)征設(shè)計文件及設(shè)計成果，但應(yīng)注明設(shè)計機(jī)構(gòu)的名稱。
  8.1.2.3 The Sponsor/Organizers/Solicitor can print,publish and exhibit all the Design Proposals and design results,or comment on,display and publicize the Design Proposals and design results via media communications,trade magazines,publications or by other means,while indicating the names of design entities for such design.
  8.1.2.4應(yīng)征建筑設(shè)計方案（如果有）的著作權(quán)歸屬于應(yīng)征人，但景觀小品及其建構(gòu)筑物除外。
  8.1.2.4 The copyright of architectural design proposals(if any)shall belong to the Participants,except for landscape embellishments and their structures.
  8.1.3應(yīng)征人應(yīng)保證提交的應(yīng)征設(shè)計文件及設(shè)計成果在中華人民共和國境內(nèi)或境外沒有且不會侵犯任何其他人的知識產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，如果其應(yīng)征設(shè)計文件使用或包含任何其他人的知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人應(yīng)已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征人承擔(dān)。
  8.1.3 Participants shall ensure that all the submitted Design Proposals and design results have not infringed upon and will not infringe upon IPRs(including but not limited to copyright and patent right)or proprietary technologies or trade secrets of others within or outside the People’s Republic of China.The Participants shall guarantee that if their Design Proposals use or include IPRs or proprietary technologies or trade secrets of others,the Participants shall have already obtained legitimate,valid and sufficient authorization from the right holders.The Participants shall take all liabilities for any compensations arising from infringement upon IPRs or proprietary technologies or trade secrets of others.
  8.2應(yīng)征設(shè)計補(bǔ)償金
  8.2 Compensations for Designs Proposals
  征集人將向按照征集文件的要求在規(guī)定的時間內(nèi)提交了有效應(yīng)征文件的應(yīng)征人支付應(yīng)征設(shè)計補(bǔ)償金，金額為人民幣140萬元（含稅）。當(dāng)應(yīng)征人出現(xiàn)下列情況時，征集人將不予支付補(bǔ)償金：
  The Solicitor will pay Compensations for Design Proposals in the amount of RMB 1.4 million(including tax)for any Participant that has submitted valid response documents within specified timeframe as required in the Solicitation Documents.The Solicitor will not pay any compensation when Participants are under any of the following circumstances:
  （1）應(yīng)征人未能在征集文件規(guī)定的時間內(nèi)提交應(yīng)征文件；
  （1）Participants fail to submit their response proposals within the time specified in the Solicitation Documents;
  （2）應(yīng)征人提交的應(yīng)征文件被應(yīng)征設(shè)計方案評審委員會認(rèn)定為未對征集文件的要求作出實質(zhì)性響應(yīng)；
  （2）The response proposals submitted by Participants are judged,upon the Jury review,as not substantially responding to the requirements of the Solicitation Documents;
  （3）應(yīng)征人被取消應(yīng)征資格。
  （3）Participants are disqualified.
  8.3獎項的設(shè)置
  8.3 Awards settings
  本次方案征集擬選取2個優(yōu)勝設(shè)計方案，其應(yīng)征設(shè)計方案被評選為優(yōu)勝設(shè)計方案的應(yīng)征人需按照主辦單位、承辦單位和征集人的要求進(jìn)行方案優(yōu)化，優(yōu)化費(fèi)用為50萬元（含稅）。
  In this proposal solicitation,it is planned to select two winning Design Proposals.The Participants whose Design Proposals are selected as the winning design proposals are required to optimize their proposals according to the requirements of the Sponsor,Organizers,and Solicitor.The optimization fee is RMB 500,000(including tax).
  8.4補(bǔ)償金和優(yōu)化費(fèi)用的支付
  8.4 Payment of compensations and optimization fee
  應(yīng)征人的補(bǔ)償金及優(yōu)化費(fèi)用以人民幣支付。如境外應(yīng)征人在中華人民共和國境內(nèi)沒有常設(shè)機(jī)構(gòu)，也沒有可以接受人民幣的中華人民共和國境內(nèi)賬戶，可委托中華人民共和國境內(nèi)的收款人全權(quán)處理收付款事宜，并為其代繳各種中華人民共和國境內(nèi)稅費(fèi)，由此而產(chǎn)生的相關(guān)費(fèi)用由應(yīng)征人自行承擔(dān)。
  Payment of compensations and optimization fee will be made in RMB.In the case where an overseas Participant has neither permanent institution nor domestic account within the People’s Republic of China to accept RMB,a domestic payee within the People’s Republic of China may be authorized to handle payment matters in full powers and be entrusted to withhold/pay various taxes within the People’s Republic of China.The relevant expenses incurred shall be borne by the Participant.
  8.5征集后續(xù)工作
  8.5 Follow-up work for the solicitation
  本項目不依據(jù)方案征集的結(jié)果授予設(shè)計或咨詢合同，其項目的方案綜合、以及后續(xù)的規(guī)劃及城市設(shè)計編制將按照國家相關(guān)的法律法規(guī)選擇規(guī)劃設(shè)計單位。
  This Project will not award design or consulting contracts solely based on the results of the solicitation.The selection of planning and design entities for the Project's proposal integration,as well as the subsequent planning and urban design preparations,will adhere to the relevant national laws and regulations.

  8.6 Governing laws
  本次征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。
  The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.
  8.7語言
  8.7 Languages
  資格預(yù)審文件以及與資格預(yù)審文件相關(guān)的補(bǔ)充文件和澄清文件均使用中文和英文書寫。申請文件應(yīng)使用中文書寫，申請人隨申請文件提供的證明文件和印刷品可以使用另一種語言，但應(yīng)附中文譯本。在中文與其他語言的意思表達(dá)不一致時，以中文為準(zhǔn)。
  The language used in the Prequalification Documents and supplement documents and clarification documents thereto shall be Chinese and English.The Application Documents shall be drafted in Chinese.Another language can be used for the proof documents and printed materials that Applicants provide along with the Application Documents,but the version with Chinese translation shall be attached thereto.In the case of inconsistent expressions in both Chinese and another language,the Chinese version shall prevail.
  8.8解釋權(quán)
  8.8 Power of interpretation
  本次征集活動的最終解釋權(quán)歸主辦單位、承辦單位和征集人。

  The Sponsor,the Organizers,and the Solicitor reserve the power of final interpretation in view of the solicitation.
