  一、項(xiàng)目背景
  （Project Background）
  為著眼高質(zhì)量發(fā)展、綠色低碳發(fā)展等新要求，謀長遠(yuǎn)之勢、行長久之策、建久安之基，推動(dòng)長江經(jīng)濟(jì)帶高質(zhì)量發(fā)展，擬啟動(dòng)軍山新城大軍山公園、長江岸線生態(tài)修復(fù)及環(huán)境提升項(xiàng)目概念方案全球征集工作。
  In order to implement the spirit of President Xi Jinping's speech at the Symposium on Further Promoting the High-quality Development of the Yangtze River Economic Belt,focusing on high-quality development,green and low-carbon development and other new requirements,planning for the long term trend,long term policy,and build the foundation of long-term security,and promote the high-quality development of the Yangtze River Economic Belt,it is proposed to start the global conception proposal solicitation of the Junshan New Town Dajunshan Park,Ecological Restoration and Environmental Enhancement Project of the Yangtze River Shoreline in Junshan New Town.
  二、項(xiàng)目情況
  Project status
  （一）軍山新城長江岸線生態(tài)修復(fù)及環(huán)境提升項(xiàng)目

  項(xiàng)目區(qū)位及規(guī)模：項(xiàng)目位于武漢經(jīng)開區(qū)軍山新城，南起武橋恒慶碼頭（近興七路處），北至小軍山（近武漢沌南洲砂石集散中心處），西臨左岸大道，東臨長江，全長約11公里。總面積約221.7公頃（以實(shí)測為準(zhǔn)），其中包含隙地與江灘兩部分：隙地指左岸大道人行道邊線至軍山堤堤角范圍的帶狀綠地及周邊鄰近綠化用地，面積約74.7公頃；江灘指軍山江堤至江岸，為帶狀濱水灘地，面積約147公頃。項(xiàng)目計(jì)劃總投資約72,000萬元。
  Project Location and Scale:The project is located in Junshan New Town,Wuhan Economic and Technological Development Zone.It starts from Wuqiao Hengqing Wharf in the south(near Xingqi Road),ends at Xiaojunshan in the north(near the sand and gravel distribution center of Wuhan Dunnanzhou),borders Left Bank Avenue in the west,and the Yangtze River in the east,with a total length of about 11 kilometers.The total area is approximately 221.7 hectares(based on actual measurements),including two parts:gap land and riverbank:gap land refers to the strip green space and adjacent green land within the range of the left bank avenue sidewalk edge to the Junshan embankment corner,with an area of approximately 74.7 hectares;Jiangtan refers to a strip of waterfront land from the Junshan River embankment to the riverbank,with an area of approximately 147 hectares.The total planned investment for the project is approximately 720 million yuan.

  項(xiàng)目區(qū)位及規(guī)模：項(xiàng)目占地面積約276公頃，位于武漢經(jīng)開區(qū)軍山新城東南部，圍合于軍江一路、左岸大道、漢南大道、經(jīng)開大道以及龍湖北路之間。本項(xiàng)目合理利用場地山水自然資源，結(jié)合教育、科技等特色優(yōu)勢，對受損山體進(jìn)行生態(tài)修復(fù)和綠化補(bǔ)植；完善休閑服務(wù)設(shè)施，建設(shè)登山步道、觀景平臺、景觀建筑、景觀亮化、給排水、天文臺、停車場及相關(guān)配套工程等，其中天文臺選址在大軍山山頂，建筑面積約2,000平方米。項(xiàng)目計(jì)劃總投資約44,200萬元。
  Project Location and Scale:The project covers an area of approximately 276 hectares and is located in the southeast of Junshan New Town in Wuhan Economic Development Zone,surrounded by Junjiang 1st Road,Left Bank Avenue,Hannan Avenue,Economic Development Avenue,and Longhu North Road.This project utilizes the natural resources of the site's mountains and rivers in a reasonable manner,and combines the advantages of education,technology,and other characteristics to carry out ecological restoration and greening of damaged mountains;Improve leisure service facilities,construct hiking trails,observation platforms,landscape architecture,landscape lighting,water supply and drainage,observatory,parking lot,and related supporting projects.The observatory is located at the top of Dajun Mountain,with a construction area of about 2000 square meters.The total planned investment for the project is approximately 442 million yuan.

  四、報(bào)名要求

  （一）資質(zhì)要求
  Qualification requirements
  1、軍山新城長江岸線生態(tài)修復(fù)及環(huán)境提升項(xiàng)目應(yīng)征人須具備中華人民共和國建設(shè)行政主管部門頒發(fā)的工程設(shè)計(jì)綜合甲級或工程設(shè)計(jì)水利行業(yè)甲級或工程設(shè)計(jì)水利行業(yè)（城市防洪）專業(yè)甲級資質(zhì)。如為境外及港澳臺地區(qū)應(yīng)征人，則應(yīng)當(dāng)具備其注冊所在國或所在地區(qū)主管機(jī)關(guān)核發(fā)的從事工程設(shè)計(jì)相應(yīng)資格或能力證明文件。
  Applicants for the Ecological Restoration and Environmental Enhancement Project of the Yangtze River Shoreline in Junshan New Town must possess a comprehensive Grade A qualification in engineering design issued by the competent construction administrative department of the People's Republic of China,or a Grade A qualification in the engineering design water conservancy industry or the engineering design water conservancy industry(urban flood control).If the applicant is from overseas or Hong Kong,Macao,and Taiwan,they should have the corresponding qualification or ability certificate issued by the competent authority of their registered country or region to engage in engineering design.

  Performance requirements
  1、軍山新城長江岸線生態(tài)修復(fù)及環(huán)境提升項(xiàng)目應(yīng)征人近五年應(yīng)具有總面積約220公頃及以上或項(xiàng)目總投資70,000萬元及以上的類似工作業(yè)績。
  The applicant for the Ecological Restoration and Environmental Enhancement Project of the Yangtze River Shoreline in Junshan New Town should have similar work achievements in the past five years,with a total area of about 220 hectares or more or a total project investment of 700 million yuan or more.
  2、大軍山公園項(xiàng)目應(yīng)征人近五年應(yīng)具有項(xiàng)目總投資40,000萬元及以上的類似工作業(yè)績。

  （三）人員要求
  Personnel requirements
  1、軍山新城長江岸線生態(tài)修復(fù)及環(huán)境提升項(xiàng)目應(yīng)征人委派的首席設(shè)計(jì)師應(yīng)具備有效的注冊土木工程師（水利水電工程專業(yè)）執(zhí)業(yè)證書，且近五年擔(dān)任過上述第（二）條第1項(xiàng)所列工作業(yè)績的負(fù)責(zé)人。
  The chief designer appointed by the applicant for the Ecological Restoration and Environmental Enhancement Project of the Yangtze River Shoreline in Junshan New Town should have a valid registered civil engineer(water conservancy and hydropower engineering)practice certificate,and have served as the person in charge of the work performance listed in item 1 of Article(2)in the past five years.
  2、大軍山公園項(xiàng)目應(yīng)征人委派的首席設(shè)計(jì)師應(yīng)具備有效的園林綠化專業(yè)高級及以上技術(shù)職稱證書，且近五年擔(dān)任過上述第（二）條第2項(xiàng)所列工作業(yè)績的負(fù)責(zé)人。
  The chief designer appointed by the applicant for the Dajunshan Park project should have a valid senior or higher technical title certificate in landscaping and greening,and have served as the person in charge of the work performance listed in item 2 of Article(2)in the past five years.
  （四）法定代表人為同一人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)參加同一建設(shè)項(xiàng)目的概念方案征集活動(dòng)。
  Two or more legal entities with the same legal representative,including the parent company,wholly-owned subsidiaries,and their holding companies,are not allowed to participate in the concept proposal solicitation activity for the same construction project at the same time.
  （五）本次征集活動(dòng)接受聯(lián)合體報(bào)名。聯(lián)合體報(bào)名時(shí)須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體主體單位，聯(lián)合體成員數(shù)量不得超過2家。聯(lián)合體各成員均應(yīng)滿足上述第（一）條所列要求，其中至少一家具備上述第（二）條所列工作業(yè)績。聯(lián)合體各成員簽訂《聯(lián)合體協(xié)議書》后，不得再以自己名義單獨(dú)應(yīng)征同一建設(shè)項(xiàng)目，也不得組成新的聯(lián)合體或參與其他聯(lián)合體應(yīng)征同一建設(shè)項(xiàng)目，否則應(yīng)征無效。根據(jù)本次征集項(xiàng)目特點(diǎn)，為保證應(yīng)征人對項(xiàng)目所在地文化和國內(nèi)相關(guān)標(biāo)準(zhǔn)規(guī)范的準(zhǔn)確理解，境外應(yīng)征人須與境內(nèi)應(yīng)征人組成聯(lián)合體參與，并以境內(nèi)應(yīng)征人作為聯(lián)合主體單位。
  This solicitation activity accepts consortium registration.When registering for a consortium,a consortium agreement must be submitted,specifying the main unit of the consortium,and the number of consortium members shall not exceed 2.Each member of the consortium shall meet the requirements listed in Article(1)above,and at least one of them shall have the work performance listed in Article(2)above.After each member of the consortium signs the Consortium Agreement,they shall not separately apply for the same construction project in their own name,nor shall they form a new consortium or participate in other consortia applying for the same construction project.Otherwise,the application shall be invalid.Based on the characteristics of this solicitation project,in order to ensure the accurate understanding of the local culture and relevant domestic standards and regulations of the project location,overseas applicants must form a consortium with domestic applicants to participate,and domestic applicants should be the joint entity.
  （六）設(shè)計(jì)團(tuán)隊(duì)要求：
  Design team requirements:
  1.首席設(shè)計(jì)師須負(fù)責(zé)主創(chuàng)、參加現(xiàn)場踏勘及匯報(bào)評審等，中選應(yīng)征人首席設(shè)計(jì)師需按照征集人要求參加后續(xù)深化設(shè)計(jì)工作。
  The chief designer shall be responsible for creating,participating in on-site inspections,and reporting reviews.The selected candidate,the chief designer,shall participate in the subsequent deepening design work in accordance with the requirements of the recruiter.
  2.設(shè)計(jì)過程中若首席設(shè)計(jì)師與征集材料所提交信息不符或未經(jīng)征集人認(rèn)可擅自更換首席設(shè)計(jì)師的，則視為參加資格無效。
  If the chief designer does not match the information submitted in the solicitation materials during the design process,or if the chief designer is replaced without the approval of the soliciter,it will be deemed that the qualification to participate is invalid.
  五、征集流程

  本次征集分為三個(gè)階段，分別為報(bào)名及資格預(yù)審階段、概念方案設(shè)計(jì)及評審階段、綜合評定階段。
  This solicitation is divided into three stages,namely the registration and acquisition of solicitation documents and pre-qualification stage,the conceptual scheme design and review stage,and the comprehensive evaluation stage.
  （一）第一階段：報(bào)名及資格預(yù)審階段

  發(fā)布征集公告，公開接受應(yīng)征人報(bào)名，報(bào)名成功領(lǐng)取資格預(yù)審文件。如報(bào)名少于5家，則再行公告征集；如報(bào)名5-7家，則不再組織資格預(yù)審，報(bào)名人全部作為應(yīng)征人進(jìn)入第二階段；如報(bào)名大于7家，征集人組織資格預(yù)審會，評選出7家無排序的入圍應(yīng)征人進(jìn)入下一階段工作。
  Release a solicitation announcement,publicly accept applicants to register,and successfully obtain the pre qualification documents.If there are less than 5 registrations,a public announcement will be made for solicitation;If 5-7 applicants are registered,pre qualification will no longer be organized,and all applicants will enter the second stage as applicants;If there are more than 7 applicants,the inviter will organize a pre qualification meeting to select 7 non ranked shortlisted candidates for the next stage of work.

  概念方案評審：方案提交截止時(shí)開始評審，分為方案講解和詳細(xì)評審兩個(gè)環(huán)節(jié)。

  1.方案講解：應(yīng)征人根據(jù)應(yīng)征文件送達(dá)順序依次進(jìn)行概念方案講解，應(yīng)征人須自帶筆記本電腦，結(jié)合相關(guān)PPT講解所提交的方案并接受專家質(zhì)詢，概念方案講解時(shí)間不超過三十分鐘。
  Scheme Explanation:The candidate shall explain the scheme in sequence according to the delivery order of the application documents.The candidate must bring their own laptop,explain the submitted concept scheme in conjunction with relevant PPTs,and accept expert inquiries.The explanation time for each scheme shall not exceed thirty minutes.
  2.詳細(xì)評審：評審委員會根據(jù)規(guī)定的評審辦法，對概念方案創(chuàng)意、完整性及實(shí)施的可行性等進(jìn)行評審，以打分形式對應(yīng)征人進(jìn)行排名，其中排名1-3位的應(yīng)征人進(jìn)入綜合評定階段。
  Detailed evaluation:The evaluation committee evaluates the creativity,completeness,and feasibility of implementing the conceptual plan according to the prescribed evaluation methods,and ranks the corresponding candidates in the form of scoring.Candidates ranked 1-3 will enter the comprehensive evaluation stage.
  （三）第三階段：綜合評定階段

  經(jīng)上級主管部門綜合評定后，確定進(jìn)入本階段的3個(gè)應(yīng)征人最終排名，并由第一名完成后續(xù)方案設(shè)計(jì)至報(bào)規(guī)方案深度。
  After comprehensive evaluation by the superior supervisory department,the final ranking of the three applicants entering this stage will be determined,and the first place will complete the subsequent scheme design to the depth of the regulatory scheme.
  六、設(shè)計(jì)費(fèi)用
  Design cost
  1.按照以下金額（單位：人民幣萬元）給予進(jìn)入第二階段開展概念方案設(shè)計(jì)的應(yīng)征人獎(jiǎng)金（第一名）或補(bǔ)償（第二至第七名）：
  Provide a bonus(first place)or compensation(second to seventh place)to applicants who enter the second stage of conceptual design according to the following amount(unit:ten thousand yuan):
  若應(yīng)征人提交的方案未達(dá)到《設(shè)計(jì)任務(wù)書》和《建筑工程設(shè)計(jì)文件編制深度規(guī)定》（2016年版）中有關(guān)內(nèi)容及深度要求時(shí)，將取消其補(bǔ)償費(fèi)。
  If the proposal submitted by the applicant does not meet the relevant content and depth requirements in the"Design Task Book"and"Regulations on the Depth of Compilation of Architectural Engineering Design Documents"(2016 version),the compensation fee will be cancelled.
  以上費(fèi)用包含應(yīng)征人為完成概念方案設(shè)計(jì)所需的所有費(fèi)用，以及按規(guī)定必須繳納的各種稅費(fèi)。除上述費(fèi)用外，應(yīng)征人自行承擔(dān)所有參加本次方案征集活動(dòng)相關(guān)的費(fèi)用，不論應(yīng)征的結(jié)果如何，方案征集人和代理機(jī)構(gòu)均不承擔(dān)這些費(fèi)用。
  The above fees include all expenses required by the applicant to complete the conceptual design,as well as various taxes and fees that must be paid according to regulations.In addition to the above fees,the candidate shall bear all expenses related to participating in this concept proposal solicitation activity on their own.Regardless of the outcome of the solicitation,neither the proposal solicitered nor the agency shall bear any expenses.
  支付費(fèi)用均以人民幣方式。應(yīng)征人為聯(lián)合體的，征集人將全額費(fèi)用支付給聯(lián)合體主體單位，聯(lián)合體成員單位自行分配。
  The payment fees shall be made in RMB within the territory of China.If the applicant is a consortium,the applicant will pay the full amount of the fee to the main unit of the consortium,and the member units of the consortium will distribute it on their own.
  2.最終中選的應(yīng)征人，按照征集人要求進(jìn)行后續(xù)方案設(shè)計(jì)至報(bào)規(guī)方案深度，并作為獲得設(shè)計(jì)獎(jiǎng)金的條件。方案設(shè)計(jì)費(fèi)用在現(xiàn)行國家收費(fèi)標(biāo)準(zhǔn)內(nèi)結(jié)合報(bào)價(jià)另行商議。
  The final selected candidate shall design the follow-up plan according to the requirements of the collector to the depth of the submitted plan,and serve as a condition for obtaining the design bonus.The cost of scheme design will be discussed separately within the current national fee standards in conjunction with the quotation.

  1.應(yīng)征人對應(yīng)征作品享有署名權(quán)，經(jīng)征集人許可后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價(jià)、展示其應(yīng)征作品。征集人及項(xiàng)目建設(shè)單位有權(quán)在本項(xiàng)目的咨詢中使用應(yīng)征概念方案成果，征集人及項(xiàng)目建設(shè)單位在對本項(xiàng)目的概念方案作綜合調(diào)整時(shí)，可以全部或部分使用應(yīng)征概念方案成果，也可對其進(jìn)行修改，征集人及項(xiàng)目建設(shè)單位還可印刷、出版和展覽應(yīng)征成果，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價(jià)、展示、宣傳應(yīng)征概念方案成果。
  The applicant has the right of authorship for the submitted work,and with the permission of the applicant,they can evaluate and display their submitted work through media,professional magazines,books,or other forms.The solicitor and the project construction unit have the right to use the results of the application plan in the consultation of this project.When making comprehensive adjustments to the project plan,the solicitor and the project construction unit can use all or part of the results of the application plan and modify it accordingly.The solicitor and the project construction unit can also print,publish,and exhibit the application results,and can evaluate and display through media,professional magazines,books,or other forms to promote the results of the application plan.
  2.設(shè)計(jì)概念方案應(yīng)為原創(chuàng)，且未以任何形式公開發(fā)表。設(shè)計(jì)概念方案或任何用于創(chuàng)作參選作品的素材均不得侵犯第三方的任何著作權(quán)、商標(biāo)權(quán)、專利權(quán)及其他權(quán)利。若發(fā)生以上侵權(quán)行為，由此引發(fā)的一切糾紛或法律責(zé)任由應(yīng)征人承擔(dān)；給征集人造成的損失的，由應(yīng)征人賠償。
  The design proposal should be original and not publicly disclosed in any form.The design scheme or any materials used to create the selected works shall not infringe any copyright,trademark,patent or other rights of third parties.If the above infringement occurs,all disputes or legal liabilities arising from it shall be borne by the applicant.If losses are caused to the applicant,the applicant shall compensate.
  3.應(yīng)征人應(yīng)遵守國家的有關(guān)保密規(guī)定，妥善保管征集人提供的圖紙資料，并保護(hù)其知識產(chǎn)權(quán)。未經(jīng)征集人許可不得將圖紙資料或設(shè)計(jì)成果向第三方轉(zhuǎn)讓或用于本次應(yīng)征概念方案設(shè)計(jì)以外的其他任何用途。
  Applicants should comply with relevant national confidentiality regulations,properly keep the drawings and materials provided by the applicant and protect their intellectual property rights.Without the permission of the applicant,the drawings,materials,or design results shall not be transferred to a third party or used for any purpose other than the conceptual design of this application.
  4.參加本次征集活動(dòng)的應(yīng)征人均被視為承認(rèn)本公告的所有條款。
  Applicants participating in this solicitation activity are deemed to recognize all the terms of this announcement.
  5.本次征集活動(dòng)本身及與本次活動(dòng)相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。

  6.本次征集活動(dòng)規(guī)則最終解釋權(quán)歸征集人所有。
