1征集背景Project Background
1.1項目概況Project overview
賽里木湖國際旅游度假區(qū)（以下簡稱“賽里木湖”）位于新疆維吾爾自治區(qū)博爾塔拉蒙古自治州（以下簡稱“博州”）博樂市境內(nèi)，中國“一帶一路”新亞歐大陸橋與“中國-中亞-西亞經(jīng)濟(jì)走廊”交匯處，東距博州首府博樂市區(qū)90公里、阿拉山口口岸150公里，南距伊犁哈薩克自治州州府伊寧市160公里、霍爾果斯口岸86公里，距新疆維吾爾自治區(qū)首府烏魯木齊市520公里。北承喀納斯、布爾津禾木風(fēng)景區(qū)、可可托海，南連空中草原那拉提、世界遺產(chǎn)喀拉峻等新疆一眾5A級景區(qū)的核心地帶，具有獨特的交通區(qū)位優(yōu)勢。
The Sayram Lake International Tourism Resort(hereinafter referred to as"Sayram Lake")is strategically located in the Boltala Mongolian Autonomous Prefecture(hereinafter referred to as"Bozhou"),Xinjiang Uygur Autonomous Region.It lies at the crossroads of China's"One Belt and One Road"New Eurasian Continental Bridge and the"China-Central Asia-West Asia Economic Corridor".Situated 90 kilometers east of Boler,the capital of Bo Prefecture,150 kilometers from Alashankou port,160 kilometers south of Yining City,the capital of Yili Kazak Autonomous Prefecture,86 kilometers from Khorgos Port,and 520 kilometers from Urumqi,the capital of Xinjiang Uygur Autonomous Region.To its north lie Kanas,Burjin Hemu Scenic Area,and Keketuohai;while to its south are Narati Sky Grassland and World Heritage Kalajun-all representing core areas with prestigious 5A scenic ratings in Xinjiang.This exceptional location grants it unparalleled accessibility.

賽里木湖古稱“凈?！?，形成于7000萬年前的喜馬拉雅造山運動時期，是新疆境內(nèi)海拔最高、面積最大的高山內(nèi)陸湖泊、大西洋暖濕氣流最后眷顧的地方，被譽為“大西洋最后一滴眼淚”，素有高山明珠“西來之異境、世外之靈壤”的美譽，是大美新疆一張靚麗的旅游名片，也是博州構(gòu)建新發(fā)展格局推動高質(zhì)量發(fā)展、深入推進(jìn)“文游興州”戰(zhàn)略的關(guān)鍵一環(huán)。
Sayram Lake,known as the"clean sea"in ancient times,was formed during the Himalayan orogeny 70 million years ago.It is the highest and largest alpine inland lake in Xinjiang and the last place visited by the warm and wet air of the Atlantic Ocean.It is known as the last tear of the Atlantic Ocean and the reputation of the mountain pearl as"the exotic land from the West and the spiritual land beyond the world".It is a beautiful tourism business card of Xinjiang,and also a key part of Bozhou's strategy to build a new development pattern,promote high-quality development,and further promote the"cultural tourism State".
賽里木湖因其獨一無二的高山湖泊景觀、奇妙變幻的天景天象、純凈原始的濕地風(fēng)貌、大氣雄渾的群山林海、寬闊廣渺的草原、原始淳樸的游牧傳統(tǒng)、蕩氣回腸的歷史典故與美妙動人的民間傳說、多姿多彩的民族風(fēng)情等讓游客流連忘返，心生神往而人氣飆升，引發(fā)國內(nèi)國際旅游界熱切關(guān)注，盛名遠(yuǎn)播。在“一帶一路”戰(zhàn)略深入推進(jìn)、新疆自貿(mào)區(qū)、中哈互免簽證等一系列擴(kuò)大高水平對外開放政策引領(lǐng)下，博州以賽里木湖為龍頭實施“生態(tài)立州和文旅興州”戰(zhàn)略，在中國式現(xiàn)代化進(jìn)程中更好建設(shè)美麗新疆，正面臨著前所未有的發(fā)展機(jī)遇。
Sayram Lake is popular because of its unique mountain lake landscape,wonderful and changing sky landscape,pure and primitive wetland style,majestic mountains and forests,wide and vast grasslands,primitive and simple nomadic tradition,thrilling historical allusions,wonderful folklore,and colorful ethnic customs,which make tourists linger and enthrall.Aroused the attention of domestic and international tourism circles,the reputation is far away.Under the guidance of a series of high-level opening-up policies such as the in-depth promotion of the"Belt and Road"strategy,Xinjiang Free Trade Zone,and China-Kazakhstan mutual visa exemption,Bozhou has implemented the"ecological state and cultural tourism State"strategy with the Sayram Lake as the leader,and has better built a beautiful Xinjiang in the process of Chinese modernization,and is facing unprecedented development opportunities.

1.2征集目的Purpose of Consultation
立足“在中國式現(xiàn)代化進(jìn)程中更好建設(shè)美麗新疆”的總目標(biāo)，前瞻性、創(chuàng)造性、系統(tǒng)性借力國際先進(jìn)規(guī)劃設(shè)計理念和全球智慧，增進(jìn)和凝聚共識。
Based on the overall goal of"better building a beautiful Xinjiang in the process of Chinesestyle modernization",we are forward-looking,creative and systematic in drawing on advanced international planning and design concepts and global wisdom to enhance and build consensus.
1、從國際化、共建“一帶一路”、博州與伊犁等區(qū)域旅游協(xié)同發(fā)展的角度出發(fā)，聚焦頂層戰(zhàn)略規(guī)劃和整體城市設(shè)計，高站位謀劃賽里木湖打造國際旅游度假區(qū)的戰(zhàn)略路徑，高標(biāo)準(zhǔn)塑造景區(qū)和門戶綜合服務(wù)基地的空間布局，變過客為留客、變流量為留量。清楚‘不做什么’，避免急功近利；明確‘要做什么’，避免錯失機(jī)遇，做到前瞻性思考、全局性謀劃、整體性推進(jìn)。
From the perspectives of internationalization,joint construction of the Belt and Road Initiative,and coordinated tourism development in Bozhou and Yili,we focus on top-level strategic planning and overall urban design,plan the strategic path of Sayram Lake to buildan international tourism resort,shape the spatial layout of scenic spots and portal integrated service bases with high standards,and transform passing tourists into staying tourists and flow into staying volume.Clear'what not to do',avoid quick success;Clear'what to do',avoid missing opportunities",forward-looking thinking,overall planning,overall promotion.
2、堅持品牌龍頭引領(lǐng)，對標(biāo)國際國內(nèi)知名景區(qū)和門戶小鎮(zhèn)（綜合服務(wù)基地），深度挖掘賽里木湖十大核心旅游資源（湖泊、濕地、草原、森林、雪山、冰川、地質(zhì)構(gòu)造、草原游牧、絲路古道、邊疆人文歷史），彰顯賽里木湖及其綜合服務(wù)基地自然生態(tài)之韻、歷史人文之光和國際化魅力，規(guī)劃設(shè)計建設(shè)一批具有文化底蘊、獨特魅力的空間場所，豐富消費場景、激發(fā)消費潛力，充實發(fā)展內(nèi)涵，升級旅游體驗，創(chuàng)新發(fā)展模式，高水平打造“博溫賽”一體化的文旅康養(yǎng)經(jīng)濟(jì)示范引擎，引領(lǐng)高質(zhì)量發(fā)展。

4征集方式及規(guī)則Solicitation Approach&Rules
本次征集活動分資格預(yù)審、方案競標(biāo)和整合深化三個階段進(jìn)行。
The solicitation activity is divided into three stages:pre-qualification,project bidding and integration deepening.
4.1資格預(yù)審Pre-qualification
1、應(yīng)征機(jī)構(gòu)根據(jù)本次征集活動規(guī)則及預(yù)審材料要求，提交相應(yīng)的報名材料。主辦單位將組建資格預(yù)審委員會，由資格預(yù)審委員會對報名單位中主創(chuàng)設(shè)計師的業(yè)績和經(jīng)驗、擬投入項目的團(tuán)隊成員及經(jīng)驗、公司資格、行業(yè)聲譽、概念提案等資格預(yù)審文件（詳見資格預(yù)審文件）進(jìn)行綜合評審，評選出5家入圍的設(shè)計機(jī)構(gòu)（聯(lián)合體，下同）進(jìn)入方案設(shè)計競標(biāo)階段。同時，評選出2家備選設(shè)計機(jī)構(gòu)（須排序），如有入圍的設(shè)計機(jī)構(gòu)退出，則備選設(shè)計機(jī)構(gòu)依序替補。
The applying institution shall submit the corresponding registration materials in accordance with the rules of this solicitation activity and the requirements of the preliminary review materials.The organizer will establish a pre qualification committee,which will comprehensively evaluate the performance and experience of the main creative designers,team members and experience of the proposed projects,company qualifications,industry reputation,concept proposals,and other pre qualification documents(see pre qualification documents for details)of the applicants.Five shortlisted design institutions(consortia,the same below)will be selected to enter the scheme design bidding stage.At the same time,two alternative design institutions will be selected(in order).If any shortlisted design institution withdraws,the alternative design institution will be replaced in order.
2、通過遴選的5家入圍應(yīng)征機(jī)構(gòu)應(yīng)按時提交《應(yīng)征確認(rèn)函》。
The 5 shortlisted applicant organizations that have passed the selection should submit the Application Confirmation Letter on time.
3、若遞交《應(yīng)征確認(rèn)函》的應(yīng)征機(jī)構(gòu)因非不可抗力因素中途退出或最終放棄應(yīng)征，主辦單位有權(quán)在今后拒絕該單位參加主辦單位其他任何建設(shè)項目的應(yīng)征。
If the applicant organization submitting the Application Confirmation Letter withdraws or finally abandons the application due to non-force majeure factors,the organizer has the right to refuse the applicant organization to participate in any other construction project of the organizer in the future.
4、資格預(yù)審委員會否決一部分投標(biāo)后，若其他有效投標(biāo)不足7家時，招標(biāo)人將重新組織開展本項目資格預(yù)審。
After the prequalification Review committee rejects part of the bids,if there are less than 7 other valid bids,the tenderer will re-organize the prequalification of the project.
5、若應(yīng)征機(jī)構(gòu)未收到入圍通知書視為未入圍，代理單位不再另行通知。
If the applicant organization does not receive the notification of shortlisting,it is deemed not to be shortlisted,and the agent will not give further notice.
4.2方案競標(biāo)Scheme Competition
遴選入圍的5家設(shè)計機(jī)構(gòu)提交符合《設(shè)計任務(wù)書》要求的成果文件。評審委員會對提交的設(shè)計方案進(jìn)行評審，評選出前三名為優(yōu)勝方案，并推薦給主辦單位。評審委員會對前三名優(yōu)勝方案提出評審意見。
The 5 shortlisted design institutions are selected to submit the outcome documents that meet the requirements of the design assignment.The evaluation committee will evaluate the submitted design schemes,select the top three as the winning schemes,and recommend them to the tenderer.The judging committee will make comments on the top three winning schemes.
1、遴選入圍的5家設(shè)計機(jī)構(gòu)直接進(jìn)入第二階段方案設(shè)計競標(biāo)。主辦單位將組織入圍的5家設(shè)計機(jī)構(gòu)進(jìn)行現(xiàn)場踏勘和答疑。在簽訂了保密協(xié)議后，主辦方將提供方案設(shè)計競標(biāo)階段的《設(shè)計任務(wù)書》和詳細(xì)的設(shè)計基礎(chǔ)資料。
The 5 shortlisted design institutions were selected to enter the second phase of the proposal solicitation competition.The organizer will organize the 5 shortlisted design agencies to conduct on-site survey and answer questions.After signing the confidentiality agreement,the organizer will provide the Competition Document and detailed basic design information of the competition stage of the proposal solicitation.
2、入圍設(shè)計機(jī)構(gòu)提交符合《設(shè)計任務(wù)書》要求的成果文件。主辦單位組建評審委員會進(jìn)行評審，評審專家將在5家設(shè)計方案中選出3家(不排序)優(yōu)勝方案推薦給主辦單位。主辦單位將優(yōu)勝方案和專家評審意見報送上級行政主管部門，在充分尊重專家意見的基礎(chǔ)上從前三名優(yōu)勝方案中研究確定一名中選單位。
The finalist design institution shall submit the result document meeting the requirements of the technical task book.The organizer will set up a review committee,and the experts will select 3(no ranking)winning schemes among the 5 design schemes and recommend them to the organizer.The organizer shall submit the winning scheme and the expert evaluation opinions to the superior administrative department,and on the basis of fully respecting the expert opinions,study and determine one winning unit from the top three winning schemes.
3、評審過程須應(yīng)征機(jī)構(gòu)主創(chuàng)設(shè)計師對應(yīng)征方案進(jìn)行介紹及答辯，現(xiàn)場講解設(shè)計理念。確因特殊情況無法參加的，須經(jīng)過主辦單位同意。
During the evaluation process,the chief designer of the applicant institution shall introduce and defend the application scheme and explain the design concept on the spot.If it is impossible to participate due to special circumstances,it must be approved by the organizer.
4、入圍的5家設(shè)計機(jī)構(gòu)在提交符合要求的成果文件后將獲得相應(yīng)的方案征集費用。
The five shortlisted design agencies will receive the corresponding competition cost after submitting the required outcome documents.
4.3整合深化Deepening of achievements
由中選單位作為牽頭單位，與本次征集技術(shù)支持單位共同完成成果整合深化階段工作。
The selected unit will be the lead unit and work with the technical support unit to complete the integration and deepening phase of the results.
1、根據(jù)專家及主辦單位意見，整合其他設(shè)計單位的優(yōu)點，進(jìn)行綜合服務(wù)基地及重要景觀節(jié)點、建筑等設(shè)計深化，深入專項研究，開展詳細(xì)規(guī)劃編制和建設(shè)實施導(dǎo)則編制，形成高水平、可落地的深化方案成果。
According to the opinions of experts and organizers,integrate the advantages of other design units,carry out the design deepening of comprehensive service base and important landscape nodes and buildings,conduct in-depth special research,carry out detailed planning and construction implementation guidelines,and form high-level and landing deepening program results.
2、具體事宜根據(jù)后續(xù)工作安排進(jìn)行協(xié)商。

5征集內(nèi)容Design contents
5.1規(guī)劃設(shè)計范圍Planning and design scope
1、重點設(shè)計范圍為綜合服務(wù)基地（12.5平方公里）以及賽里木湖風(fēng)景名勝區(qū)總體規(guī)劃所確定的二級（74.0平方公里）和三級保護(hù)區(qū)（18.1平方公里）及潛力發(fā)展區(qū)。潛力發(fā)展區(qū)為上述范圍外其它經(jīng)研究確定的潛在高價值區(qū)域，作為可替代或未來預(yù)留發(fā)展空間。
The key design scope is the integrated service base(12.5 square kilometers),the second-level(74.0 square kilometers)and third-level protected areas(18.1 square kilometers)and potential development areas determined by the overall plan of Sayram Lake Scenic Area.Potential development areas are other potential high value areas outside the above scope,which are used as alternative or future development space.
2、整體規(guī)劃范圍由賽里木湖風(fēng)景名勝區(qū)、綜合服務(wù)基地組成，其中賽里木湖風(fēng)景名勝區(qū)總面積1314.5平方公里，東西長29.5公里，南北寬23.4公里，湖面面積459.3平方公里。綜合服務(wù)基地位于景區(qū)外圍東部入口門戶區(qū)，規(guī)劃面積12.5平方公里。
The overall planning scope is composed of Sayram Lake Scenic Area and comprehensive service base.The total area of Sayram Lake Scenic area is 1314.5 square kilometers,29.5 kilometers long from east to west,23.4 kilometers wide from north to south,and the lake area is 459.3 square kilometers.The comprehensive service base is located in the eastern entrance portal area outside the scenic spot,with a planned area of 12.5 square kilometers.
3、背景研究范圍包括但不限于綜合服務(wù)基地南側(cè)的賽湖滑雪場度假區(qū)，與賽里木湖毗鄰的“博溫賽”文旅康養(yǎng)一體化區(qū)域、伊犁哈薩克自治州旅游一體化關(guān)聯(lián)區(qū)域等，可綜合考慮旅游發(fā)展策略等自行確定。
Background Research scope includes but is not limited to Sayram Ski Resort on the north side of comprehensive service base,"Bowensai"cultural,tourism and health integration area adjacent to Sayram Lake,and tourism integration associated area of Ili Kazak Autonomous Prefecture,etc.,which can be determined by itself considering tourism development strategies.

5.2規(guī)劃設(shè)計任務(wù)Planning and design task
1、以生態(tài)文明為指引，充分利用大數(shù)據(jù)、實景三維等技術(shù)手段，深入研究賽里木湖自然地理、氣候條件、資源稟賦、歷史人文與文化特色、交通格局和空間形態(tài)等，在現(xiàn)狀及規(guī)劃研判、實施評估基礎(chǔ)上，結(jié)合國際案例借鑒，前瞻性探索賽里木湖及綜合服務(wù)基地整體開發(fā)利用模式，科學(xué)統(tǒng)籌協(xié)調(diào)綜合服務(wù)基地與景區(qū)發(fā)展關(guān)系，研究明確賽里木湖景區(qū)及綜合服務(wù)基地整體發(fā)展戰(zhàn)略和目標(biāo)定位。

4、圍繞綜合服務(wù)基地、風(fēng)景名勝區(qū)總體規(guī)劃確定的八大景區(qū)（科古爾琴、西海草原、查干郭勒、賽北懷古、崗吉格山、三臺草原、三臺古驛、薩爾巴斯套）、重要景觀環(huán)境和功能節(jié)點、潛力開發(fā)區(qū)域等進(jìn)行整體城市設(shè)計、建筑及景觀概念設(shè)計。綜合考慮博樂-賽里木湖旅游鐵路車站、通用航空機(jī)場、索道等多種交通方式樞紐布局。

The design of the main building and landscape conceptual scheme should show the characteristic image of multi-ethnic integration,and the scheme should be stable and feasible,including(but not limited to)design concept,form intention,architectural style design,functional format planning,architectural design,traffic organization,public space,landscape design,phased implementation,investment estimation and other contents,and make clear the control suggestions on building scale,style and color.
6、綜合服務(wù)基地應(yīng)面向?qū)嵤ǎǖ幌抻冢┕δ芏ㄎ弧a(chǎn)業(yè)業(yè)態(tài)、用地布局、空間形態(tài)、景觀風(fēng)貌、服務(wù)設(shè)施、交通組織、豎向設(shè)計、智慧城市、基礎(chǔ)設(shè)施、分期實施建議、資金平衡及運營等內(nèi)容。應(yīng)重點做好以下工作：一是區(qū)域功能定位與業(yè)態(tài)策劃，對標(biāo)世界級湖泊型旅游度假區(qū)門戶，明確主導(dǎo)功能、業(yè)態(tài)類型、規(guī)模結(jié)構(gòu)及設(shè)施標(biāo)準(zhǔn)等；二是交通系統(tǒng)組織與優(yōu)化，處理好旅游鐵路站點、觀光索道及景區(qū)內(nèi)部觀光游線等銜接關(guān)系，重點針對旅游高峰期擁堵緩解和疏散問題，構(gòu)建安全、便利、暢達(dá)、循序的交通流線；三是空間布局及節(jié)點設(shè)計，注重挖掘區(qū)位、交通、文化資源特色，開展亮點片區(qū)實施性規(guī)劃設(shè)計，塑造可持續(xù)引人、留人的品質(zhì)空間；四是實施及運營建議，形成近遠(yuǎn)結(jié)合、有序經(jīng)營、彈性適應(yīng)的對策建議。

7報名要求Requirements for registration
7.1資格要求Qualification requirements
1、應(yīng)征申請人須為中華人民共和國境內(nèi)外合法注冊的法人實體或由法人實體組成的聯(lián)合體。法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時報名參賽。
The applicant shall be a legal entity or a consortium of legal entities legally registered in or outside the People's Republic of China.Two or more legal persons with the same legal representative,parent company,wholly-owned subsidiary and its holding company shall not apply for the competition at the same time.
2、允許聯(lián)合體報名，聯(lián)合體成員（含牽頭單位）不得超過3家。聯(lián)合體各方需簽署《聯(lián)合體協(xié)議》，協(xié)議中須明確合作各方的分工和設(shè)計費用的分配方式。聯(lián)合體成員不得再單獨以自己名義，或者與另外的設(shè)計機(jī)構(gòu)組成聯(lián)合體參加本次征集。
Consortia are allowed to register,and the consortium members(including the lead unit)shall not exceed 5.The parties to the consortium shall sign the Consortium Agreement,which shall specify the division of labor of the parties and the distribution of design costs.Consortium members shall not participate in this solicitation in their own name or with another design agency.
3、中華人民共和國境外設(shè)計企業(yè)或機(jī)構(gòu)，應(yīng)當(dāng)按照中華人民共和國有關(guān)法律、法規(guī)辦理相應(yīng)的市場準(zhǔn)入手續(xù)，具有經(jīng)合法注冊并在有效期內(nèi)的營業(yè)執(zhí)照或合法證明。設(shè)計人員應(yīng)為其所屬設(shè)計機(jī)構(gòu)的在冊人員，主創(chuàng)人員需真正負(fù)責(zé)本項目，參與本次國際競賽全過程，包括但不限于項目宣講會、踏勘、中期匯報、成果匯報及評審答疑等重要節(jié)點（含視頻會議）。
Overseas design enterprises or institutions of the People's Republic of China shall go through the corresponding market access procedures in accordance with the relevant laws and regulations of the People's Republic of China,and have a business license or legal certificate that is legally registered and within the validity period.The chief creators must be truly responsible for this project and participate in the entire process of this international competition,including but not limited to important nodes(including video conferences)such as project presentations,site surveys,mid-term reporting,results reporting,and review and Q&A.
4、在中華人民共和國境內(nèi)具有法人資格的企業(yè)或機(jī)構(gòu)，應(yīng)具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)、風(fēng)景園林工程設(shè)計專項甲級資質(zhì)、建筑行業(yè)（建筑工程）甲級資質(zhì)其中之一。若采取聯(lián)合體報名方式，則聯(lián)合體成員中須至少有一家具備上述資質(zhì)。
An enterprise or institution with legal person status within the territory of the People's Republic of China shall have one of the Class-A qualifications for urban and rural planning,Class-A qualifications for landscape engineering design,and Class-A qualifications for construction industry(construction engineering).If a consortium is adopted,at least one of the consortium members must have the above qualifications.
5、鼓勵應(yīng)征機(jī)構(gòu)跨界聯(lián)合，組建由城市規(guī)劃設(shè)計、景觀設(shè)計、建筑設(shè)計、交通設(shè)計、戰(zhàn)略咨詢、運營策劃、投融資等多專業(yè)融合和相關(guān)業(yè)績經(jīng)驗突出的聯(lián)合團(tuán)隊。具有豐富的旅游景區(qū)、度假區(qū)、城市重點片區(qū)戰(zhàn)略研究、規(guī)劃設(shè)計與實踐經(jīng)驗業(yè)績的團(tuán)隊將優(yōu)先考慮。
Applicants are encouraged to join forces across the border and form a joint team with outstanding experience in urban planning and design,landscape design,architectural design,traffic design,strategic consulting,operation planning,investment and financing and other professional integration.Teams with rich experience in strategic research,planning and design of tourist attractions,resort areas and key urban areas will be preferred.
6、負(fù)責(zé)本次方案國際征集設(shè)計工作的主創(chuàng)設(shè)計師需參加重要節(jié)點的匯報會議（包括視頻會議）等工作，如在本次國際征集過程中發(fā)現(xiàn)主創(chuàng)設(shè)計師與報名材料所提交的團(tuán)隊人員不符，主辦單位有權(quán)取消其參加資格。
The chief designer responsible for the international solicitation design of this scheme shall attend the reporting meeting of important nodes(including video conference)and other work.If the chief designer is found to be inconsistent with the team members submitted in the application materials during the international solicitation process,the organizer has the right to cancel his/her qualification.
7、申請人須具有獨立承擔(dān)民事責(zé)任的能力，不接受自然人或自然人組合的報名。
Applicants must have the ability to bear civil liability independently,and no natural persons or combinations of natural persons are accepted.
8、申請人需保證所有報名材料真實、合法和有效，并承擔(dān)相關(guān)法律責(zé)任。

7.2人員要求Personnel requirement
1、主創(chuàng)設(shè)計師須有主導(dǎo)過不少于1個同類型項目經(jīng)驗：不低于10平方公里城市設(shè)計類似業(yè)績（含單獨城市設(shè)計，須提供中選通知書或合同協(xié)議書或其他合法真實有效的書面證明材料及項目成果驗收的證明材料，提供的材料應(yīng)體現(xiàn)主創(chuàng)設(shè)計師），且應(yīng)為團(tuán)隊部門負(fù)責(zé)人及以上職務(wù)；
The chief designer must have led no less than 1 project of the same type:no less than 10 square kilometers of urban design similar performance(including a single urban design,must provide the winning notice or contract agreement or other legal and true and effective written proof materials and project results acceptance proof materials,the materials provided should reflect the chief designer),and should be the head of the team department and above.
2、團(tuán)隊中須有不少于一名設(shè)計師主導(dǎo)過不低于10平方公里旅游規(guī)劃（或策劃）類似業(yè)績（須提供中選通知書或合同協(xié)議書或其他合法真實有效的書面證明材料及項目成果驗收的證明材料，提供的材料應(yīng)體現(xiàn)為項目設(shè)計師）；
The team must have at least one designer who has led tourism planning(or planning)of no less than 10 square kilometers or similar performance(the notification of selection or contract agreement or other legal,true and effective written certification materials and the certification materials of project results acceptance shall be provided,and the materials provided shall reflect the project designer).
3、項目團(tuán)隊中鼓勵配備有城鄉(xiāng)規(guī)劃、建筑設(shè)計、旅游規(guī)劃、景觀規(guī)劃、交通規(guī)劃、投融資等專業(yè)的資深設(shè)計人員；
The project team is encouraged to have senior designers specializing in urban and rural planning,architectural design,tourism planning,landscape planning,transportation planning,investment and financing,etc.
4、主創(chuàng)設(shè)計師應(yīng)親自負(fù)責(zé)匯報所有征集工作要求的方案匯報工作，不得委托其他人。確因特殊情況無法參加的，須經(jīng)過業(yè)主單位同意；

5、參與本次征集活動的設(shè)計人員應(yīng)為該應(yīng)征機(jī)構(gòu)的在冊人員。為了便于項目團(tuán)隊人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外應(yīng)征機(jī)構(gòu)團(tuán)隊中須配備相應(yīng)的漢語翻譯人員。
Designers participating in this solicitation should be registered personnel of the applicant organization.In order to facilitate the project team members to accurately understand the Chinese background and relevant requirements,the overseas applicant organization team must be equipped with corresponding Chinese translators.
8征集費用Scheme Compensation Fee
本次方案征集費用及整合深化階段費用均以人民幣支付，由所獲費用等產(chǎn)生的任何稅費均由設(shè)計機(jī)構(gòu)（聯(lián)合體）自理。經(jīng)過專家評審后，符合設(shè)計要求的設(shè)計機(jī)構(gòu)（聯(lián)合體），依據(jù)其排名將獲得如下方案征集費用：
The scheme compensation in this solicitation and integration&deepening stage fees will be paid in RMB,and any taxes and fees incurred from the compensation,etc.shall be borne by design agencies(consortiums).Design agencies(consortiums)that meet the design requirements upon review by experts will receive the following compensation depending on their rankings:
1、第一名單位（中選單位）：方案征集費300萬元。
First place:Competition cost of RMB 3 million.
2、第二、三單位：方案征集費各200萬元。
Second and third places:Compensation of RMB 2 million respectively.
3、第四、五單位：方案征集費各150萬元。
Fourth and fifth places:Compensation of RMB 1.5 million respectively.
4、設(shè)計機(jī)構(gòu)以設(shè)計聯(lián)合體名義參加征集活動的，招標(biāo)人將只與聯(lián)合體的牽頭方聯(lián)系和結(jié)算。境外設(shè)計機(jī)構(gòu)若無法使用該機(jī)構(gòu)帳戶收取人民幣的，可授權(quán)境內(nèi)合法獨立法人代收款項。
If design agencies participate in the solicitation in the name of consortiums,the Tenderee will only contact and settle with the leading member thereof.If a foreign design agency cannot use its account to collect the RMB,it can authorize a domestic independent legal entity to collect the money on behalf.
5、如招標(biāo)人或評審委員會認(rèn)為參加征集活動的設(shè)計機(jī)構(gòu)（聯(lián)合體）提交的成果文件未達(dá)到約定的工作深度及成果要求的，招標(biāo)人可相應(yīng)支付部分或不支付其方案征集費用。
If the Tenderee or review committee holds that the deliverables submitted by any design agency(consortium)that participates in the solicitation activity fail to reach the agreed design extent and deliverables requirements,the Tenderee may correspondingly pay a part of or not pay the compensation thereto.
6、成果整合深化階段費用人民幣400萬元。由中選單位聯(lián)合本次征集技術(shù)支持單位，與主辦單位簽訂方案整合及深化合同，對照成果整合深化階段任務(wù)書共同完成。
The cost of the integration and deepening stage was RMB 4 million yuan.The selected unit will jointly collect technical support units,sign a contract with the organizer for program integration and deepening,and complete the project according to the deepening design stage task book.

賽里木湖國際旅游度假區(qū)（以下簡稱“賽里木湖”）位于新疆維吾爾自治區(qū)博爾塔拉蒙古自治州（以下簡稱“博州”）博樂市境內(nèi)，中國“一帶一路”新亞歐大陸橋與“中國-中亞-西亞經(jīng)濟(jì)走廊”交匯處，東距博州首府博樂市區(qū)90公里、阿拉山口口岸150公里，南距伊犁哈薩克自治州州府伊寧市160公里、霍爾果斯口岸86公里，距新疆維吾爾自治區(qū)首府烏魯木齊市520公里。北承喀納斯、布爾津禾木風(fēng)景區(qū)、可可托海，南連空中草原那拉提、世界遺產(chǎn)喀拉峻等新疆一眾5A級景區(qū)的核心地帶，具有獨特的交通區(qū)位優(yōu)勢。

Sayram Lake,known as the"clean sea"in ancient times,was formed during the Himalayan orogeny 70 million years ago.It is the highest and largest alpine inland lake in Xinjiang and the last place visited by the warm and wet air of the Atlantic Ocean.It is known as the last tear of the Atlantic Ocean and the reputation of the mountain pearl as"the exotic land from the West and the spiritual land beyond the world".It is a beautiful tourism business card of Xinjiang,and also a key part of Bozhou's strategy to build a new development pattern,promote high-quality development,and further promote the"cultural tourism State".

1.2征集目的Purpose of Consultation
立足“在中國式現(xiàn)代化進(jìn)程中更好建設(shè)美麗新疆”的總目標(biāo)，前瞻性、創(chuàng)造性、系統(tǒng)性借力國際先進(jìn)規(guī)劃設(shè)計理念和全球智慧，增進(jìn)和凝聚共識。
Based on the overall goal of"better building a beautiful Xinjiang in the process of Chinesestyle modernization",we are forward-looking,creative and systematic in drawing on advanced international planning and design concepts and global wisdom to enhance and build consensus.

本次征集活動分資格預(yù)審、方案競標(biāo)和整合深化三個階段進(jìn)行。
The solicitation activity is divided into three stages:pre-qualification,project bidding and integration deepening.
4.1資格預(yù)審Pre-qualification
1、應(yīng)征機(jī)構(gòu)根據(jù)本次征集活動規(guī)則及預(yù)審材料要求，提交相應(yīng)的報名材料。主辦單位將組建資格預(yù)審委員會，由資格預(yù)審委員會對報名單位中主創(chuàng)設(shè)計師的業(yè)績和經(jīng)驗、擬投入項目的團(tuán)隊成員及經(jīng)驗、公司資格、行業(yè)聲譽、概念提案等資格預(yù)審文件（詳見資格預(yù)審文件）進(jìn)行綜合評審，評選出5家入圍的設(shè)計機(jī)構(gòu)（聯(lián)合體，下同）進(jìn)入方案設(shè)計競標(biāo)階段。同時，評選出2家備選設(shè)計機(jī)構(gòu)（須排序），如有入圍的設(shè)計機(jī)構(gòu)退出，則備選設(shè)計機(jī)構(gòu)依序替補。
The applying institution shall submit the corresponding registration materials in accordance with the rules of this solicitation activity and the requirements of the preliminary review materials.The organizer will establish a pre qualification committee,which will comprehensively evaluate the performance and experience of the main creative designers,team members and experience of the proposed projects,company qualifications,industry reputation,concept proposals,and other pre qualification documents(see pre qualification documents for details)of the applicants.Five shortlisted design institutions(consortia,the same below)will be selected to enter the scheme design bidding stage.At the same time,two alternative design institutions will be selected(in order).If any shortlisted design institution withdraws,the alternative design institution will be replaced in order.
2、通過遴選的5家入圍應(yīng)征機(jī)構(gòu)應(yīng)按時提交《應(yīng)征確認(rèn)函》。
The 5 shortlisted applicant organizations that have passed the selection should submit the Application Confirmation Letter on time.
3、若遞交《應(yīng)征確認(rèn)函》的應(yīng)征機(jī)構(gòu)因非不可抗力因素中途退出或最終放棄應(yīng)征，主辦單位有權(quán)在今后拒絕該單位參加主辦單位其他任何建設(shè)項目的應(yīng)征。
If the applicant organization submitting the Application Confirmation Letter withdraws or finally abandons the application due to non-force majeure factors,the organizer has the right to refuse the applicant organization to participate in any other construction project of the organizer in the future.
4、資格預(yù)審委員會否決一部分投標(biāo)后，若其他有效投標(biāo)不足7家時，招標(biāo)人將重新組織開展本項目資格預(yù)審。
After the prequalification Review committee rejects part of the bids,if there are less than 7 other valid bids,the tenderer will re-organize the prequalification of the project.
5、若應(yīng)征機(jī)構(gòu)未收到入圍通知書視為未入圍，代理單位不再另行通知。
If the applicant organization does not receive the notification of shortlisting,it is deemed not to be shortlisted,and the agent will not give further notice.
4.2方案競標(biāo)Scheme Competition
遴選入圍的5家設(shè)計機(jī)構(gòu)提交符合《設(shè)計任務(wù)書》要求的成果文件。評審委員會對提交的設(shè)計方案進(jìn)行評審，評選出前三名為優(yōu)勝方案，并推薦給主辦單位。評審委員會對前三名優(yōu)勝方案提出評審意見。
The 5 shortlisted design institutions are selected to submit the outcome documents that meet the requirements of the design assignment.The evaluation committee will evaluate the submitted design schemes,select the top three as the winning schemes,and recommend them to the tenderer.The judging committee will make comments on the top three winning schemes.
1、遴選入圍的5家設(shè)計機(jī)構(gòu)直接進(jìn)入第二階段方案設(shè)計競標(biāo)。主辦單位將組織入圍的5家設(shè)計機(jī)構(gòu)進(jìn)行現(xiàn)場踏勘和答疑。在簽訂了保密協(xié)議后，主辦方將提供方案設(shè)計競標(biāo)階段的《設(shè)計任務(wù)書》和詳細(xì)的設(shè)計基礎(chǔ)資料。
The 5 shortlisted design institutions were selected to enter the second phase of the proposal solicitation competition.The organizer will organize the 5 shortlisted design agencies to conduct on-site survey and answer questions.After signing the confidentiality agreement,the organizer will provide the Competition Document and detailed basic design information of the competition stage of the proposal solicitation.
2、入圍設(shè)計機(jī)構(gòu)提交符合《設(shè)計任務(wù)書》要求的成果文件。主辦單位組建評審委員會進(jìn)行評審，評審專家將在5家設(shè)計方案中選出3家(不排序)優(yōu)勝方案推薦給主辦單位。主辦單位將優(yōu)勝方案和專家評審意見報送上級行政主管部門，在充分尊重專家意見的基礎(chǔ)上從前三名優(yōu)勝方案中研究確定一名中選單位。
The finalist design institution shall submit the result document meeting the requirements of the technical task book.The organizer will set up a review committee,and the experts will select 3(no ranking)winning schemes among the 5 design schemes and recommend them to the organizer.The organizer shall submit the winning scheme and the expert evaluation opinions to the superior administrative department,and on the basis of fully respecting the expert opinions,study and determine one winning unit from the top three winning schemes.
3、評審過程須應(yīng)征機(jī)構(gòu)主創(chuàng)設(shè)計師對應(yīng)征方案進(jìn)行介紹及答辯，現(xiàn)場講解設(shè)計理念。確因特殊情況無法參加的，須經(jīng)過主辦單位同意。
During the evaluation process,the chief designer of the applicant institution shall introduce and defend the application scheme and explain the design concept on the spot.If it is impossible to participate due to special circumstances,it must be approved by the organizer.
4、入圍的5家設(shè)計機(jī)構(gòu)在提交符合要求的成果文件后將獲得相應(yīng)的方案征集費用。
The five shortlisted design agencies will receive the corresponding competition cost after submitting the required outcome documents.
4.3整合深化Deepening of achievements
由中選單位作為牽頭單位，與本次征集技術(shù)支持單位共同完成成果整合深化階段工作。
The selected unit will be the lead unit and work with the technical support unit to complete the integration and deepening phase of the results.
1、根據(jù)專家及主辦單位意見，整合其他設(shè)計單位的優(yōu)點，進(jìn)行綜合服務(wù)基地及重要景觀節(jié)點、建筑等設(shè)計深化，深入專項研究，開展詳細(xì)規(guī)劃編制和建設(shè)實施導(dǎo)則編制，形成高水平、可落地的深化方案成果。
According to the opinions of experts and organizers,integrate the advantages of other design units,carry out the design deepening of comprehensive service base and important landscape nodes and buildings,conduct in-depth special research,carry out detailed planning and construction implementation guidelines,and form high-level and landing deepening program results.
2、具體事宜根據(jù)后續(xù)工作安排進(jìn)行協(xié)商。

5征集內(nèi)容Design contents
5.1規(guī)劃設(shè)計范圍Planning and design scope
1、重點設(shè)計范圍為綜合服務(wù)基地（12.5平方公里）以及賽里木湖風(fēng)景名勝區(qū)總體規(guī)劃所確定的二級（74.0平方公里）和三級保護(hù)區(qū)（18.1平方公里）及潛力發(fā)展區(qū)。潛力發(fā)展區(qū)為上述范圍外其它經(jīng)研究確定的潛在高價值區(qū)域，作為可替代或未來預(yù)留發(fā)展空間。
The key design scope is the integrated service base(12.5 square kilometers),the second-level(74.0 square kilometers)and third-level protected areas(18.1 square kilometers)and potential development areas determined by the overall plan of Sayram Lake Scenic Area.Potential development areas are other potential high value areas outside the above scope,which are used as alternative or future development space.
2、整體規(guī)劃范圍由賽里木湖風(fēng)景名勝區(qū)、綜合服務(wù)基地組成，其中賽里木湖風(fēng)景名勝區(qū)總面積1314.5平方公里，東西長29.5公里，南北寬23.4公里，湖面面積459.3平方公里。綜合服務(wù)基地位于景區(qū)外圍東部入口門戶區(qū)，規(guī)劃面積12.5平方公里。
The overall planning scope is composed of Sayram Lake Scenic Area and comprehensive service base.The total area of Sayram Lake Scenic area is 1314.5 square kilometers,29.5 kilometers long from east to west,23.4 kilometers wide from north to south,and the lake area is 459.3 square kilometers.The comprehensive service base is located in the eastern entrance portal area outside the scenic spot,with a planned area of 12.5 square kilometers.
3、背景研究范圍包括但不限于綜合服務(wù)基地南側(cè)的賽湖滑雪場度假區(qū)，與賽里木湖毗鄰的“博溫賽”文旅康養(yǎng)一體化區(qū)域、伊犁哈薩克自治州旅游一體化關(guān)聯(lián)區(qū)域等，可綜合考慮旅游發(fā)展策略等自行確定。
Background Research scope includes but is not limited to Sayram Ski Resort on the north side of comprehensive service base,"Bowensai"cultural,tourism and health integration area adjacent to Sayram Lake,and tourism integration associated area of Ili Kazak Autonomous Prefecture,etc.,which can be determined by itself considering tourism development strategies.

5.2規(guī)劃設(shè)計任務(wù)Planning and design task
1、以生態(tài)文明為指引，充分利用大數(shù)據(jù)、實景三維等技術(shù)手段，深入研究賽里木湖自然地理、氣候條件、資源稟賦、歷史人文與文化特色、交通格局和空間形態(tài)等，在現(xiàn)狀及規(guī)劃研判、實施評估基礎(chǔ)上，結(jié)合國際案例借鑒，前瞻性探索賽里木湖及綜合服務(wù)基地整體開發(fā)利用模式，科學(xué)統(tǒng)籌協(xié)調(diào)綜合服務(wù)基地與景區(qū)發(fā)展關(guān)系，研究明確賽里木湖景區(qū)及綜合服務(wù)基地整體發(fā)展戰(zhàn)略和目標(biāo)定位。

4、圍繞綜合服務(wù)基地、風(fēng)景名勝區(qū)總體規(guī)劃確定的八大景區(qū)（科古爾琴、西海草原、查干郭勒、賽北懷古、崗吉格山、三臺草原、三臺古驛、薩爾巴斯套）、重要景觀環(huán)境和功能節(jié)點、潛力開發(fā)區(qū)域等進(jìn)行整體城市設(shè)計、建筑及景觀概念設(shè)計。綜合考慮博樂-賽里木湖旅游鐵路車站、通用航空機(jī)場、索道等多種交通方式樞紐布局。

5、主體建筑及景觀概念方案設(shè)計應(yīng)彰顯多民族融合特色形象，方案穩(wěn)定、可行，包括（但不限于）設(shè)計理念、形態(tài)意向、建筑風(fēng)貌設(shè)計、功能業(yè)態(tài)策劃、建筑設(shè)計、交通組織、公共空間、景觀設(shè)計、分期實施、投資估算等內(nèi)容，明確建筑尺度、風(fēng)貌、色彩等管控建議。
The design of the main building and landscape conceptual scheme should show the characteristic image of multi-ethnic integration,and the scheme should be stable and feasible,including(but not limited to)design concept,form intention,architectural style design,functional format planning,architectural design,traffic organization,public space,landscape design,phased implementation,investment estimation and other contents,and make clear the control suggestions on building scale,style and color.
6、綜合服務(wù)基地應(yīng)面向?qū)嵤ǎǖ幌抻冢┕δ芏ㄎ弧a(chǎn)業(yè)業(yè)態(tài)、用地布局、空間形態(tài)、景觀風(fēng)貌、服務(wù)設(shè)施、交通組織、豎向設(shè)計、智慧城市、基礎(chǔ)設(shè)施、分期實施建議、資金平衡及運營等內(nèi)容。應(yīng)重點做好以下工作：一是區(qū)域功能定位與業(yè)態(tài)策劃，對標(biāo)世界級湖泊型旅游度假區(qū)門戶，明確主導(dǎo)功能、業(yè)態(tài)類型、規(guī)模結(jié)構(gòu)及設(shè)施標(biāo)準(zhǔn)等；二是交通系統(tǒng)組織與優(yōu)化，處理好旅游鐵路站點、觀光索道及景區(qū)內(nèi)部觀光游線等銜接關(guān)系，重點針對旅游高峰期擁堵緩解和疏散問題，構(gòu)建安全、便利、暢達(dá)、循序的交通流線；三是空間布局及節(jié)點設(shè)計，注重挖掘區(qū)位、交通、文化資源特色，開展亮點片區(qū)實施性規(guī)劃設(shè)計，塑造可持續(xù)引人、留人的品質(zhì)空間；四是實施及運營建議，形成近遠(yuǎn)結(jié)合、有序經(jīng)營、彈性適應(yīng)的對策建議。

7報名要求Requirements for registration
7.1資格要求Qualification requirements
1、應(yīng)征申請人須為中華人民共和國境內(nèi)外合法注冊的法人實體或由法人實體組成的聯(lián)合體。法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時報名參賽。
The applicant shall be a legal entity or a consortium of legal entities legally registered in or outside the People's Republic of China.Two or more legal persons with the same legal representative,parent company,wholly-owned subsidiary and its holding company shall not apply for the competition at the same time.
2、允許聯(lián)合體報名，聯(lián)合體成員（含牽頭單位）不得超過3家。聯(lián)合體各方需簽署《聯(lián)合體協(xié)議》，協(xié)議中須明確合作各方的分工和設(shè)計費用的分配方式。聯(lián)合體成員不得再單獨以自己名義，或者與另外的設(shè)計機(jī)構(gòu)組成聯(lián)合體參加本次征集。
Consortia are allowed to register,and the consortium members(including the lead unit)shall not exceed 5.The parties to the consortium shall sign the Consortium Agreement,which shall specify the division of labor of the parties and the distribution of design costs.Consortium members shall not participate in this solicitation in their own name or with another design agency.
3、中華人民共和國境外設(shè)計企業(yè)或機(jī)構(gòu)，應(yīng)當(dāng)按照中華人民共和國有關(guān)法律、法規(guī)辦理相應(yīng)的市場準(zhǔn)入手續(xù)，具有經(jīng)合法注冊并在有效期內(nèi)的營業(yè)執(zhí)照或合法證明。設(shè)計人員應(yīng)為其所屬設(shè)計機(jī)構(gòu)的在冊人員，主創(chuàng)人員需真正負(fù)責(zé)本項目，參與本次國際競賽全過程，包括但不限于項目宣講會、踏勘、中期匯報、成果匯報及評審答疑等重要節(jié)點（含視頻會議）。
Overseas design enterprises or institutions of the People's Republic of China shall go through the corresponding market access procedures in accordance with the relevant laws and regulations of the People's Republic of China,and have a business license or legal certificate that is legally registered and within the validity period.The chief creators must be truly responsible for this project and participate in the entire process of this international competition,including but not limited to important nodes(including video conferences)such as project presentations,site surveys,mid-term reporting,results reporting,and review and Q&A.
4、在中華人民共和國境內(nèi)具有法人資格的企業(yè)或機(jī)構(gòu)，應(yīng)具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)、風(fēng)景園林工程設(shè)計專項甲級資質(zhì)、建筑行業(yè)（建筑工程）甲級資質(zhì)其中之一。若采取聯(lián)合體報名方式，則聯(lián)合體成員中須至少有一家具備上述資質(zhì)。
An enterprise or institution with legal person status within the territory of the People's Republic of China shall have one of the Class-A qualifications for urban and rural planning,Class-A qualifications for landscape engineering design,and Class-A qualifications for construction industry(construction engineering).If a consortium is adopted,at least one of the consortium members must have the above qualifications.
5、鼓勵應(yīng)征機(jī)構(gòu)跨界聯(lián)合，組建由城市規(guī)劃設(shè)計、景觀設(shè)計、建筑設(shè)計、交通設(shè)計、戰(zhàn)略咨詢、運營策劃、投融資等多專業(yè)融合和相關(guān)業(yè)績經(jīng)驗突出的聯(lián)合團(tuán)隊。具有豐富的旅游景區(qū)、度假區(qū)、城市重點片區(qū)戰(zhàn)略研究、規(guī)劃設(shè)計與實踐經(jīng)驗業(yè)績的團(tuán)隊將優(yōu)先考慮。
Applicants are encouraged to join forces across the border and form a joint team with outstanding experience in urban planning and design,landscape design,architectural design,traffic design,strategic consulting,operation planning,investment and financing and other professional integration.Teams with rich experience in strategic research,planning and design of tourist attractions,resort areas and key urban areas will be preferred.
6、負(fù)責(zé)本次方案國際征集設(shè)計工作的主創(chuàng)設(shè)計師需參加重要節(jié)點的匯報會議（包括視頻會議）等工作，如在本次國際征集過程中發(fā)現(xiàn)主創(chuàng)設(shè)計師與報名材料所提交的團(tuán)隊人員不符，主辦單位有權(quán)取消其參加資格。
The chief designer responsible for the international solicitation design of this scheme shall attend the reporting meeting of important nodes(including video conference)and other work.If the chief designer is found to be inconsistent with the team members submitted in the application materials during the international solicitation process,the organizer has the right to cancel his/her qualification.
7、申請人須具有獨立承擔(dān)民事責(zé)任的能力，不接受自然人或自然人組合的報名。
Applicants must have the ability to bear civil liability independently,and no natural persons or combinations of natural persons are accepted.
8、申請人需保證所有報名材料真實、合法和有效，并承擔(dān)相關(guān)法律責(zé)任。
The applicant must ensure that all registration materials are true,legal,and valid,and bear relevant legal responsibilities.
7.2人員要求Personnel requirement
1、主創(chuàng)設(shè)計師須有主導(dǎo)過不少于1個同類型項目經(jīng)驗：不低于10平方公里城市設(shè)計類似業(yè)績（含單獨城市設(shè)計，須提供中選通知書或合同協(xié)議書或其他合法真實有效的書面證明材料及項目成果驗收的證明材料，提供的材料應(yīng)體現(xiàn)主創(chuàng)設(shè)計師），且應(yīng)為團(tuán)隊部門負(fù)責(zé)人及以上職務(wù)；
The chief designer must have led no less than 1 project of the same type:no less than 10 square kilometers of urban design similar performance(including a single urban design,must provide the winning notice or contract agreement or other legal and true and effective written proof materials and project results acceptance proof materials,the materials provided should reflect the chief designer),and should be the head of the team department and above.
2、團(tuán)隊中須有不少于一名設(shè)計師主導(dǎo)過不低于10平方公里旅游規(guī)劃（或策劃）類似業(yè)績（須提供中選通知書或合同協(xié)議書或其他合法真實有效的書面證明材料及項目成果驗收的證明材料，提供的材料應(yīng)體現(xiàn)為項目設(shè)計師）；
The team must have at least one designer who has led tourism planning(or planning)of no less than 10 square kilometers or similar performance(the notification of selection or contract agreement or other legal,true and effective written certification materials and the certification materials of project results acceptance shall be provided,and the materials provided shall reflect the project designer).
3、項目團(tuán)隊中鼓勵配備有城鄉(xiāng)規(guī)劃、建筑設(shè)計、旅游規(guī)劃、景觀規(guī)劃、交通規(guī)劃、投融資等專業(yè)的資深設(shè)計人員；
The project team is encouraged to have senior designers specializing in urban and rural planning,architectural design,tourism planning,landscape planning,transportation planning,investment and financing,etc.
4、主創(chuàng)設(shè)計師應(yīng)親自負(fù)責(zé)匯報所有征集工作要求的方案匯報工作，不得委托其他人。確因特殊情況無法參加的，須經(jīng)過業(yè)主單位同意；
The chief designer shall personally be responsible for reporting all the project reporting required by the solicitation work,and shall not entrust anyone else.If it is indeed impossible to participate due to special circumstances,the consent of the owner unit shall be obtained.
5、參與本次征集活動的設(shè)計人員應(yīng)為該應(yīng)征機(jī)構(gòu)的在冊人員。為了便于項目團(tuán)隊人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外應(yīng)征機(jī)構(gòu)團(tuán)隊中須配備相應(yīng)的漢語翻譯人員。
Designers participating in this solicitation should be registered personnel of the applicant organization.In order to facilitate the project team members to accurately understand the Chinese background and relevant requirements,the overseas applicant organization team must be equipped with corresponding Chinese translators.
8征集費用Scheme Compensation Fee
本次方案征集費用及整合深化階段費用均以人民幣支付，由所獲費用等產(chǎn)生的任何稅費均由設(shè)計機(jī)構(gòu)（聯(lián)合體）自理。經(jīng)過專家評審后，符合設(shè)計要求的設(shè)計機(jī)構(gòu)（聯(lián)合體），依據(jù)其排名將獲得如下方案征集費用：
The scheme compensation in this solicitation and integration&deepening stage fees will be paid in RMB,and any taxes and fees incurred from the compensation,etc.shall be borne by design agencies(consortiums).Design agencies(consortiums)that meet the design requirements upon review by experts will receive the following compensation depending on their rankings:
1、第一名單位（中選單位）：方案征集費300萬元。
First place:Competition cost of RMB 3 million.
2、第二、三單位：方案征集費各200萬元。
Second and third places:Compensation of RMB 2 million respectively.
3、第四、五單位：方案征集費各150萬元。
Fourth and fifth places:Compensation of RMB 1.5 million respectively.
4、設(shè)計機(jī)構(gòu)以設(shè)計聯(lián)合體名義參加征集活動的，招標(biāo)人將只與聯(lián)合體的牽頭方聯(lián)系和結(jié)算。境外設(shè)計機(jī)構(gòu)若無法使用該機(jī)構(gòu)帳戶收取人民幣的，可授權(quán)境內(nèi)合法獨立法人代收款項。
If design agencies participate in the solicitation in the name of consortiums,the Tenderee will only contact and settle with the leading member thereof.If a foreign design agency cannot use its account to collect the RMB,it can authorize a domestic independent legal entity to collect the money on behalf.
5、如招標(biāo)人或評審委員會認(rèn)為參加征集活動的設(shè)計機(jī)構(gòu)（聯(lián)合體）提交的成果文件未達(dá)到約定的工作深度及成果要求的，招標(biāo)人可相應(yīng)支付部分或不支付其方案征集費用。
If the Tenderee or review committee holds that the deliverables submitted by any design agency(consortium)that participates in the solicitation activity fail to reach the agreed design extent and deliverables requirements,the Tenderee may correspondingly pay a part of or not pay the compensation thereto.
6、成果整合深化階段費用人民幣400萬元。由中選單位聯(lián)合本次征集技術(shù)支持單位，與主辦單位簽訂方案整合及深化合同，對照成果整合深化階段任務(wù)書共同完成。
The cost of the integration and deepening stage was RMB 4 million yuan.The selected unit will jointly collect technical support units,sign a contract with the organizer for program integration and deepening,and complete the project according to the deepening design stage task book.
9資格預(yù)審文件遞交
1、公告發(fā)布之日起至2024年3月5日16:00前（中國北京時間，下同）為有效應(yīng)征報名時間，通過電子郵件形式應(yīng)征報名，以收到反饋郵件為準(zhǔn)，包括資格預(yù)審須知、資格預(yù)審評審指引、資格預(yù)審申請文件格式、項目背景資料等相關(guān)附件（郵箱：582280978 qq.com）。
