項目將不拘泥于現有區位條件和規劃限制，以“跳出濕地建設科學公園、跳出蘇州建設國家公園”的思路，結合虎丘濕地公園各地塊具體地理條件，創新地建設一座“科學+設計+生態”三位一體的科學公園。在此激活多項科學相關的游覽、體驗、教育、研學、城市事件，實現一座生機勃勃、與上海虹橋國際樞紐緊密聯動、與世界科創人才流動緊密契合、與產業發展緊密融合的生態城區。
The project will not be constrained by existing locational conditions and planning restrictions.With the mindset of"building a science park beyond the wetland and a national park beyond Suzhou,"it will creatively construct a"Science+Design+Ecology"integrated science park,taking into account the specific geographical conditions of each section of Tiger Hill Wetland Park.This will activate various science-related tourism,experiential,educational,and urban events,resulting in a vibrant ecological urban area that closely links with the Shanghai Hongqiao International Hub and aligns with the global flow of innovative talents,while integrating with industrial development.

本次國際競賽包括三項工作任務：整體策劃、環境規劃與空間設計、科學裝置概念與體驗設計。
The design task of this International Consultation will include 3 parts,Overall planning,Environmental planning and spatial design,Scientific device concepts and experience design.
1.整體策劃：
突破虎丘濕地公園及周邊片區既有規劃條件，對科學公園進行開創性、突破性、全方位的構思設計，以科學、科普、生態、生活融合為方向，創造性提出科學公園的主要內容板塊，并解構為一系列特色鮮明的空間場景載體，營造具有未來引力效應的生態型科學體驗目的地。
1.Overall Planning:
Breaking through the existing planning conditions of the Tiger Hill Wetland Park and its surrounding areas,a pioneering,breakthrough,and all-round conceptual design is carried out for the Science Park.With the integration of science,science popularization,ecology,and life as the direction,the main content sections of the Science Park are creatively proposed and deconstructed into a series of distinctive spatial scene carriers,creating an ecological science experience destination with future gravitational effects.
2.環境規劃與空間設計：
突破虎丘濕地公園現狀限制，強化與未來城市功能的銜接，將整體策劃中布局的主要內容解構為10個左右特色鮮明的空間載體，提出富有體驗價值和目的地效應的景觀空間解決方案，選擇和聚焦不少于3處重要的建筑單體或組團，進行空間形態概念方案設計。
2.Environmental Planning&Spatial Design:
Breaking free from the limitations of the current situation of the Tiger Hill Wetland Park,strengthening the connection with future urban functions,deconstructing the main content of the layout in the overall planning into about 10 distinctive spatial carriers,proposing landscape space solutions with rich experiential value and destination effects,selecting and focusing on no less than 3 important building units or groups,and carrying out spatial form conceptual design.
3.科學裝置概念與體驗設計：
結合整體策劃和環境規劃，選擇不少于3處重要節點，進行科學裝置概念與體驗設計，具有強烈的主題性、獨特性、可實施性，同時具備一定的城市社群功能設定、技術可行性、材料與結構的可靠度和可持續性等。
3.Scientific Device Concepts&Experience Design:
Combining overall planning and environmental planning,select no less than 3 important nodes for scientific installation concept and experience design,with strong theme,uniqueness,and feasibility.At the same time,it has certain urban community function settings,technical feasibility,material and structural reliability,and sustainability.
本項目擬邀請在大型城市主題園區策劃、景觀環境規劃、濱水環境設計、藝術裝置設計等領域具有國際領先水準的策劃單位和設計公司參與競爭。
This project aims to invite planning organizations and design companies with internationally leading standards in the fields of urban themed park planning,large-scale landscape environmental planning,waterfront environment design,and art installation design to participate in the competition.
參賽單位可獨立報名，或不超過三家單位組成聯合體。參賽單位中需要類似策劃業績的成員。負責策劃設計方案創作的首席設計師必須直接主持全過程設計，并親自參加場地踏勘和相關評審匯報、深化工作。
Participating organizations may register independently or form a consortium of no more than 3 entities.The participating units require members with similar planning achievements.The chief designer responsible for the planning and design proposal must directly oversee the entire design process and personally participate in site visits,relevant evaluation presentations,and further development work.
不論單獨報名或聯合體組隊，參賽單位在相關經驗或業績證明材料須至少滿足下列條件三項：

Recognition with authoritative international awards in design or creative fields(at least three times).
（4）不少于2次在藝術節、雙年展或大型城市事件中完成標志性臨時建筑或裝置藝術的業績；
Achievements in completing iconic temporary buildings or installation art at art festivals,biennials,or large urban events(at least twice).
（5）在可行性研究、調研、市場數據分析等領域具備工作能力的驗證材料。

1.主辦方對本項目進行公開征集。在報名結束后，通過資格預審確定不少于6家入圍單位，參賽單位以《入圍確認函》作為入圍依據并開展正式工作。
1.The organizer will conduct an open call for this project.After the registration period ends,a qualification review will determine no less than 6 shortlisted organizations,which will use the"Qualification Confirmation Letter"as the basis for their selection and commence formal work.
2.提交有效成果文件的入圍單位均將獲得設計成本費。通過專家評審及業主認定，選定綜合方案水準最優的入圍單位獲得獎項和優先深化工作機會。
2.All shortlisted organizations that submit valid deliverables will receive design cost compensation.Based on expert reviews and owner evaluations,the organization with the best comprehensive proposal will be awarded and offered opportunities for further development.
3.方案將舉行正式的評審會議，由主辦方組織高規格的評審專家進行評選。
3.A formal evaluation meeting will be held for the proposals,organized by the host with a high-caliber jury panel.
4.主辦方具備本次活動的最終解釋權。本文件中英文理解偏差或不一致處，以中文為準。

1.The organizer will conduct an open call for this project.After the registration period ends,a qualification review will determine no less than 6 shortlisted organizations,which will use the"Qualification Confirmation Letter"as the basis for their selection and commence formal work.
2.提交有效成果文件的入圍單位均將獲得設計成本費。通過專家評審及業主認定，選定綜合方案水準最優的入圍單位獲得獎項和優先深化工作機會。
2.All shortlisted organizations that submit valid deliverables will receive design cost compensation.Based on expert reviews and owner evaluations,the organization with the best comprehensive proposal will be awarded and offered opportunities for further development.
3.方案將舉行正式的評審會議，由主辦方組織高規格的評審專家進行評選。
3.A formal evaluation meeting will be held for the proposals,organized by the host with a high-caliber jury panel.
4.主辦方具備本次活動的最終解釋權。本文件中英文理解偏差或不一致處，以中文為準。
4.The organizing party reserves the final interpretation rights for this event.In case of discrepancies or inconsistencies between the Chinese and English versions of this document,the Chinese version shall prevail.
入圍佳作獎：6名，獎金80萬/名
Nominee Award(6 Winners):800,000 RMB/Each
所有入圍單位在完成提報并經專家評委認為符合競賽要求的成果深度之后，均可獲得80萬元入圍佳作獎金。
All shortlisted units that submit their proposals and meet the competition requirements as deemed by the expert judges will each receive a runner-up prize of 800,000 RMB.
最終評審之后的優勝單位，將獲得不同程度的獎金，包括：
Prizes after Final Review:
一等獎：1名，獎金400萬（包含入圍獎金）
First Prize(1 Winner):
4 million RMB/Each(Including Nominee Award)
二等獎：1-2名，獎金200萬/名（包含入圍獎金）
Second Prize(1-2 Winners):
2 million RMB/Each(Including Nominee Award)
單項獎：根據實際評審情況設定，不超過4個，獎金30萬/名
Individual Award(≤4 Winners):
Set according to the actual evaluation situation,300,000 RMB/Each
以上計費貨幣均為人民幣。

原則上，獲得“一等獎”的競賽團隊，可優先參與科學公園的深化工作，并在深化工作中有權參考不同入圍單位所提報成果之中有價值的圖文信息。
The team receiving the First Prize will,in principle,be responsible for further coordinating the detailed development of the science park and will have the right to reference valuable visual and textual information from the proposals submitted by other shortlisted units.
1.本次征集報名時間為2024年9月26日至2024年10月31日24:00（北京時間，下同）。

2.登錄大賽官網https://www.ccbkabook.com/competition/suzhouNationalSciencePark/index，在線填寫參賽報名信息，下載《報名表》及《保密承諾函》，填寫并蓋章，將掃描文件上傳至官網平臺。后續提交的資格預審申請文件中的參賽單位應與《報名表》中的一致，如有增加，應補交《保密承諾函》。
2.Visit the official competition website https://www.ccbkabook.com/competition/suzhouNationalSciencePark/index,fill in the registration information online,download the"Entry Form"and"Confidentiality Commitment Letter,"complete and seal the form,and upload the scanned documents to the official platform.The participants in the pre-qualification application documents submitted subsequently should be the same as those in the Entry Form.For any newly added participant,an additional"Confidentiality Commitment Letter"must be submitted.
3.組織單位收到報名信息并審核無誤后，將通知參賽單位在官網上下載《工作任務書》及相關附件資料。如有疑問可掃描下方二維碼添加微信“青苔設計”進行咨詢。
3.After receiving and reviewing the application information,the organizer will inform the participants to download the“Design Assignment”and related attachments from the official website.If you have any questions,please scan the QR code below and add WeChat“Qingtai Design”for consultation.
4.參賽單位須于2024年10月31日24:00前，將完整的資格預審申請文件上傳至官網平臺，同步將文件紙質版提交（現場或郵寄）至蘇州相城區青苔國際工業設計村14幢（相城區春申湖西路2588號），聯系人：吳女士，18550042824。

5.以指定地點現場收到的紙質文件為準，不接受逾期提交的申請文件。
5.Paper documents received on-site at the designated location shall prevail,and application documents submitted after the deadline shall not be accepted.
本次征集活動所有設計成果的著作署名權由設計單位所有，并許可主辦方使用設計成果于此項目的出版和展示。所有成果文件在評審后不退還設計機構。主辦方有權在方案深化中合理使用任一投標方案中的創意和積極要素。
The right of authorship of all design proposals shall be owned only by the design firms,and licensed to the Organizer for publication and display purposes only.The design results will not be returned to the design firms after appraisal.The Organizer shall be entitled to reasonably utilize the creative and positive elements of any bid in the deepening of the proposal.
